新日本石油など日本企業連合がイラク南部のナシリヤ油田の開発権益を獲得する見通しとなった。同油田は日量６０万バレルの生産を目指し、推定埋蔵量は２６億バレルともいわれ、日本が権益を持つ自主開発油田としてはけた違いの規模だ。原油のほぼ全量を輸入に頼る日本にとってエネルギー安全保障上大きな意味を持つ。
（イラク戦争参戦当時石破防衛庁長官が、後からのこのこ出て行って石油をくださいといえますかと言っていたことを思い出した。）
２００６年５月に策定された「新・国家エネルギー戦略」では、３０年までに輸入する原油の４０％を自主開発によってまかなう計画だ。しかし、０７年度の自主開発比率は１１％の日量約４６万５０００バレルにとどまっている。
国内各社が取り組む日量数千バレルのプロジェクトを積み重ねるだけでは目標の達成は困難だ。また、国際石油市場では欧米メジャーに加え、「中国やマレーシアなど新興国の存在感が増している」（経済産業省関係者）といい、未開発油田の多いイラクで、今後原油争奪戦の一層の激化が見込まれる。
このため、今回の国際石油開発帝石、日揮を含む３社連合のほかに、石油資源開発がイラクの東バグダッド油田の権益獲得を目指し、同国石油省と交渉しているほか、アラビア石油も南部のツーバ油田獲得に意欲を示す。
ただ、頻発するテロなど治安面の不安は残る。ナシリヤ油田を獲得した３社の会長が今年２月にイラクを訪れマリキ首相らと会見した際には、装甲車に搭乗し、防弾チョッキのいでたちで臨んだという。「進出はしたいが、命の危険があるところに社員を派遣することはできない」（出光興産の天坊昭彦会長）と二の足を踏む企業もあり、有数の石油埋蔵国イラクの巨大権益は危険と背中合わせでもある。
米国メジャーとの利権の取りあいっこだ。侵略し、その利権を自国のために収奪するその企てに乗った日本が、いよいよかの地に出て行く準備を始めた。許せない！*(激怒)*
