※ここではplanが他動詞でthat節はその目的語と私は考えました。to delay an eventとit should take place at a later timeを因果関係で結びつけず、to delay an event までで意味を切って考えた方がわかりやすいと思います。
また、shouldは義務のshouldですか?
※義務ではなく、「『確実にありそうな未来または期待』きっと・・・だろう」とリーダーズにある意味です。明確な意味合いのあるshouldであることも、thatを無色透明な接続詞と考えた理由です。

※必ずしもそうはなりません。
ALLINONEの例文117には、He is rather difficult to get along with,というくだりがあって、「主語がこれらの動詞の目的語に当たるので繰り返されていないのです。」という説明がありますので参考になろうかと思います。
harshの定義を簡略化した一文、
Harsh conditions are difficult to live in.においても、「主語が動詞(ここではto live in)の目的語に当たるので繰り返されていない」という説明で理解できると思います。
ちなみにHarsh conditions are difficult to live in.はコウビルド英英辞典的なスタイルの、文章による単語の定義です。
多くの英英辞典は
harsh = difficult conditions to live inのように=で結ばれるパターンが多いです。
という定義文では、harshではなく、harsh conditionsが目的語として考えられるということは、定義文の中に、該当する単語をそのままの形で必ずしもあてはめることができるとはかぎらないということなのですね。
Harsh conditions are difficult to live in.と言えるからといって
harsh = difficult conditions to live inと結びつけた私が間違っていました。
