Senior members of the Liberal Democratic party were on Thursday desperately trying to head off a political crisis that could result if Junichiro Koizumi, the prime minister, carries out his threat to dissolve parliament.
Mr Koizumi has pledged to call a snap election if the LDP does not rally round to pass the postal privatisation bill that the prime minister considers the centrepiece of his term in office.
LDP elders were pushing for an upper house vote on Monday following successful maneuvering by opponents of the bill to have voting put back from Friday, one of the rare occasions Japan's super-efficient postal service has been associated with the word "delay".
Anti-privatisation officials said putting the vote back allowed legislators to go home on the weekend to their constituencies, where they would pick up on predominantly anti-privatisation sentiment.
Tsutomu Takebe, secretary-general of the LDP, was quoted by local news agencies as saying: “The chances of the bill passing the upper house are 50-50.” Last month, the postal bill was narrowly passed by the powerful lower house, where party discipline is considered stronger than in the upper chamber.
The post office is the biggest bank and insurance institution in the world, with Y350,000bn in deposits, as well as a nationwide postal delivery service. Mr Koizumi says removing such a giant organisation from public ownership will improve the allocation of capital and allow more space for private institutions to flourish.
Opponents argue that the post office is a crucial guarantor of social equity, especially in rural areas where private services might not be available.
On Thursday several LDP factions, which act like mini-political parties in their own right, were preparing a counter-strategy in case the postal bill is defeated. The Nikkei newspaper's online edition quoted Makoto Koga, one faction's secretary-general, as saying LDP members could not allow Mr Koizumi to dissolve parliament.
"We should band together to think of a way to prevent the party from being placed in a life-or-death situation," he said.
Masahiko Komura, another faction chief, said in reference to unresolved tension with China and Japan's push for a permanent seat in the UN Security Council: “The government cannot afford to dissolve the lower house at a time when Japan is facing many diplomatic and domestic problems."
Political commentators said Mr Koizumi was a master at political brinkmanship, having convinced LDP elders that he was serious about calling a snap election that the party would struggle to win, particularly if it split into pro-and anti-Koizumi camps.
Mr Koizumi said there was a sure way to prevent him carrying out his threat, one he has wielded ever since he became the surprise nomination for the LDP presidency in 2001. “Enactment of the bill would eliminate any need to dissolve the lower house,” he said.
