608の3『自然と人間の歴史・世界篇』「GNP(国民総生産)」は何を教えるか(ロバート・ケネディ演説と今、1968～2020)
顧みると、政治家が経済の基本的事柄、しかもそれにまつわる根本問題について、大胆な意見を口にするのは珍しいのではないか。例えば、ロバート・ケネディの演説の中には、こうある。
「Too much and for too long, we seemed to have surrendered personal excellence and community values in the mere accumulation of material things.
Our Gross National Product, now, is over $800 billion dollars a year, but that Gross National Product - if we judge the United States of America by that - that Gross National Product counts air pollution and cigarette advertising, and ambulances to clear our highways of carnage.
It counts special locks for our doors and the jails for the people who break them. It counts the destruction of the redwood and the loss of our natural wonder in chaotic sprawl. It counts napalm and counts nuclear warheads and armored cars for the police to fight the riots in our cities. It counts Whitman's rifle and Speck's knife, and the television programs which glorify violence in order to sell toys to our children.
Yet the gross national product does not allow for the health of our children, the quality of their education or the joy of their play. It does not include the beauty of our poetry or the strength of our marriages, the intelligence of our public debate or the integrity of our public officials. It measures neither our wit nor our courage, neither our wisdom nor our learning, neither our compassion nor our devotion to our country, it measures everything in short, except that which makes life worthwhile. And it can tell us everything about America except why we are proud that we are Americans.」

家を守るための特殊な鍵や、それを破って侵入する犯罪者たちを収容するための牢屋もGNPに含まれる。
巨木の立ち並ぶレッドウッド原生林の破壊、美しい自然を呑み込んでゆく都市化の波も、GNPを押しあげる。
戦争で使われるナパーム弾も、 核弾頭も、街頭のデモ隊を蹴散らす警察の装甲車も、然りだ。
ウィットマン社製のライフルもスペック社製のナイフも、子どもたちにおもちゃを売るために暴力を礼賛するテレビ番組も、その類いだといえる。
しかし、そのGNPの中には、子どもたちの健康も、教育の質も、遊びの楽しさも含まれていない。そこには詩の美しさも、夫婦の絆の強さも、政治における知的な議論も、役人たちの誠実さも、勘定されない。
私たちの機知も勇気も、知識も、学びも、そうなのだ。そして、私たち一人ひとりの慈悲深さも、アメリカという国への献身的な態度も含まれていないのだ。」
これにあるような単純化により何かしら当時の世の中が見えてくるものがありそうで、かかる指摘のそれぞれに分け入ってみてはどうだろうか。
それにしても、随分と大胆なことを言ってのけたものである。大統領選挙に立候補を表明した、その一環なのかもしれない。とりわけ、「戦争で使われるナパーム弾も、 核弾頭も、街頭のデモ隊を蹴散らす警察の装甲車も、然りだ」という下りは、かれの政敵からは反発が集中したのではあるまいか。
2020年も押し詰まりつつある今、アメリカでも中国、ロシア、はたまた日本においても然り、世界中で軍備の拡張が止まらない。アメリカでは、前日、新たな国防権限法が議会で可決された。新政権になっても、その流れは変わらないのであろうか。日本では、ミサイル迎撃をどうしようとか、戦闘機を国産しようとの話がもちきりで、政府と軍需企業とが結託してそのことを堂々と話し、かつ国の政策として進めようとしている。
