A nation is a fate community that should be exclusive for the welfare of the people. A nation is the common destiny organization for the nation  persons who have sovereignty. Then, who would be a nation persons listed above?  

Let's look at the significance of the country again here.

A "nation" generally refers to a group of people who is deeply tied to politics, economics, customs and so on to form the whole.  A nation is the organization which have the authority which dominates the people who are subject to the nation sovereignty and occupy the land exclusively in a certain space on the earth. And the people live in the same area based on a common way of life, share interests with each other and occupy the nation.
The nation persons means people who have many connected elements with each others which have close linkage depending on the inherent intention of a human being based on continuous emotions of the continuous blood relationship and Special human relations.

Those who operate public institutions such as state are also members of the state, therefor Although they have the authorities to fulfill their duties to achieve their essential purpose as a state, they are also in cooperative relationship as a public citizen with the people.

 A national management must be made with awareness of the essential nature and purpose of the state certainly.
