また、"up and down the ballot"とは"the whole ballot" と同意です。
アメリカの選挙の投票用紙には候補者のリストが印刷されていて、名前の隣にあるチェックボックスにマークをすることで投票するようです。✓マークを付けるために「投票用紙の名前を追って目が上に行ったり下に行ったり」投票用紙をくまなく見るという訳です。

"stack the deck" のdeckというのはトランプのカード52枚のことで、"deck"の代わりに"cards" としても同じです。
