平和について考えるとき
戦争という相対立するもの
を思い起こします。
戦争に歴史がある様に
平和にも歴史があります。
なぜ
平和をまもろうとするのかといえば
平和は国民生活の安定、安全を保障します。
でも、
平和は
まず空虚な言葉があって
「言葉」によって
守られているわけではありませんし、
「始めに平和ありき」ではないということは
自明のことです。
（1） 人々の安全・安定・安心の
依拠するものは？
では通常、
安全・安定・安心は
いかなることによって
具体的には守られているか？。
実態を頭に思い浮かべながら
考えてみる必要があります。
人々一人一人の属する
国々や地域の
その時代の文明・文化
（衣食住に関わる
石器、銅器、鉄器、陶器時代・文化など
長い歴史と経験を経ている）
に依拠する
理性・道徳心（様々な哲学）、
教育（近現代の社会科学）
宗教（自然神、キリスト教、イスラム教、仏教
＝歴史とともに具体的に変化・進歩しています）
などであり、
それらは長い長い歴史があります。
歴史の変わり目では、大概大きな戦乱の歴史があります。
そしてそれらが
人類に大きな教訓、偉大な宗教家・宗教を生み出します。
それは
真理を含みながらも迷信や洗脳をもともなっています。
また、
それらは古代においては「動物的人から、
人間的人に飛躍させる人類史の結節点」と
なった場合もあります。
ブッダの出現は
戦乱に明け暮れ、野獣のような生活を
強いられた人類に
大きな一歩をもたらしました。
弟子たちとともに苦難の修行、
思惟・思索活動を続け、
人の道を説き人類史の曙を印しました。
また、
それらに依拠する、時代に照応した
教育・道徳や戒律、
その国の憲法、法律、条例などによって
コントロール、規制、強制、
教化、説得に基づいた納得など
様々な社会的作用によって
安寧が保たれています。
戦争のない時代、
社会においては
通常、
その国の文化レベルに応じた規範、
いわゆる
その時代の文化、その時代の宗教、
その社会の平均的教育・道徳が
個人の行動規範として無意識のうちに働き、
個々人を
コントロールしたり善意に導いたりします。
その中の文化（教育）や宗教にも、
背景に
その国民・民族の涙と血みどろの
長い年輪や
教訓を経て培われた歴史があります。
その点では、
わが祖国にとって
メリット・デメリットありますが、
第二次世界大戦、
特に太平洋戦争は重要な教訓を与え、
世界一の理想的憲法を作り上げました。
しかしながら、
今日その負の側面が
クローズアップしてきています。
占領軍のもとで憲法が作成されたということです。
右翼や保守層にはこれが”禍の元”だという主張があります。
ちなみに、
人々の生活の営みには
親兄弟の中でさえ
小さな諍い、争いは無数に起きています。
社会全体の中では言うまでもないことです。
それらが
理性的教育、善意や道徳、宗教心では
制御できない場合が嫌でも出てきます。
むしろ宗教心が集団であおられる程です。
中途半端な理解では猶更です。
それは、暴力や犯罪などです。
つまり
理性、道徳や
宗教（戒律）心、では
律しきれない場合で、
言い換えれば
条例違反、法律違反、憲法違反などです。
これらは
詳細に無数に網羅されていて
通常は普通の人々には
特別には
知らなくても生活ができていくほどです。
でもここには深淵があります。
個人の次元では
これまでに培われた文化・文明、
歴史と伝統に守られた
現代の社会制度の中で、
何年、何十年と教育されたり、
教化されたり、身近な人に諭されたりして、
やっと人にふさわしい道徳、マナーを身に着け、
行動の中で躓いたりもしながらも、
一人前の大人に成長していきます。
これらが欠ければどうなるでしょう？
いかなる場合にこういうことが起きるのでしょう！
戰爭は多くの人々を一挙に抹殺してしまいます。
歴史と伝統、文明文化を破壊し尽します。
他人事ではないですね。
