The promise was a lip-service of the national railway comopany.
The JR is free to use their land with its will.
People should not walk through this passage freely.

The JR allows a supermarket to costruct a shop in this passage.
Now, people must walk round of this shop.
Now, pople can not walk through this passage from Asagaya to Koenji completely.
