→いつもテレビを観て、笑っている、

テレビの前で笑ってばかりいる、をそのまま訳してみると、
・He is sitting in front of the TV and laughing.
となり、（たまたま）テレビの前で（必ずしもテレビを観なくとも）笑っている、という感じの英語になってしまう。
2. かんぺいちゃんの仕事は、人を笑わせること。
→笑わせる仕事は、芸人
・Kanpei-chan is an entertainer.
笑わせるとは、make を使って
・He makes people laugh.
・His job is to make people laugh.
笑わせるとは、面白いこと
・Kanpei-chan is very funny.
・He says something very funny.
笑わせるとは、冗談を言うこと。
