13 海洋リテラシーは、ユネスコによれば、“an understanding of the ocean’s influence on you and your influence on the ocean”と説明され（https://ioc.unesco.org/our-work/ocean-literacy）、これを理 解する能力だけでなく、活用する能力も含まれる（https://unesdoc.unesco.org/ark:/48223 /pf0000140125?posInSet=1&queryId=N-EXPLORE-a516413d-d4a6-4236-a12b-d4d58292082 a）。本提言では、海洋リテラシーを「海洋が人間に与える影響と、人間が海洋に与える影響とを理解 し、活用する能力」という意味で用いる。海洋リテラシーは，国連海洋科学の10年の正式プログラムであり，当方はプログラムメンバーに選出されています。
