Regulations
規則 

(1)  The Regulations annexed to this Treaty provide Rules:
（１） この条約に附属する規則には、次の事項に関する規定を設ける。

(i)  concerning matters in respect of which this Treaty expressly refers to the Regulations or expressly provides that they are or shall be prescribed,
（ⅰ） この条約において、規則に明示的にゆだねられている事項又は所定の事項であることが明示的に定められている事項（＊この条約が明示的に規則にゆだねている事項、又は所定の事項であると明示的に定めている事項）

(ii)  concerning any administrative requirements, matters, or procedures,
（ⅱ） 業務の運用上の要件、事項又は手続

(iii)  concerning any details useful in the implementation of the provisions of this Treaty.
（ⅲ） この条約の規定を実施するために有用な細目

(2)(a)  The Assembly may amend the Regulations.
（２）（ａ） 総会は、規則を修正することができる。

(b)  Subject to the provisions of paragraph (3), amendments shall require three-fourths of the votes cast.
（ｂ） 修正は、（３）の規定に従うことを条件として、投じられた票の四分の三以上の多数による議決で行う。

(3)(a)  The Regulations specify the Rules which may be amended
（３）（ａ） 規則は、次のいずれかの場合に限つて修正することができる規定を特定する。

(i)  only by unanimous consent, or
（ⅰ） 全会一致の合意がある場合

(ii)  only if none of the Contracting States whose national Office acts as an International Searching or Preliminary Examining Authority dissents, and, where such Authority is an intergovernmental organization, if the Contracting State member of that organization authorized for that purpose by the other member States within the competent body of such organization does not dissent.
（ⅱ） 自国の国内官庁を国際調査機関又は国際予備審査機関とする締約国及び、政府間機関が国際調
査機関又は国際予備審査機関である場合には、当該政府間機関の権限のある機関において他の構成国から委任を受けた当該政府間機関の構成国である締約国のいずれも異なる意見を表明しない場合

(b)  Exclusion, for the future, of any such Rules from the applicable requirement（＊(a)(i) or (a)(ii)?）shall require the fulfillment of the conditions referred to in subparagraph (a)(i) or (a)(ii), respectively.
（ｂ） 将来において、当該規定につき付されている条件（＊（ａ）（ⅰ）又は（ⅱ））を解除するためには（当てはまる要件(requirement; (a)(i) or (a)(ii)）)からいずれかの現在すでにある規則(any such Rules)を除外するためには（？））、場合に応じ、（ａ）（ⅰ）又は（ⅱ）に定める条件（＊修正条件：＊全会一致の合意、または異なる意見の不在）が満たされなければならない。

(c)  Inclusion, for the future, of any Rule in one or the other of the requirements（＊(a)(i) or (a)(ii)）referred to in subparagraph (a) shall require unanimous consent.
（ｃ） 将来において、いずれかの規定につき（ａ）に定めるいずれかの条件（＊（ａ）（ⅰ）又は（ⅱ））を付するためには（＊（ａ）に定めるいずれかの要件 (a)(i) or (a)(ii)）)に新たに規定(Rule)を含めるためには（？））、全会一致の合意がなければならない。

(4)  The Regulations provide for the establishment, under the control of the Assembly, of Administrative Instructions by the Director General.
（４） 規則は、総会の監督の下において事務局長が実施細則を作成することについて定める。

(5)  In the case of conflict between the provisions of the Treaty and those of the Regulations, the provisions of the Treaty shall prevail.
（５） この条約の規定と規則の規定とが抵触する場合には、この条約の規定が優先する。
