この場合、訳は

でいいのか？

constituteは犯罪を構成する、とか、複数の部材が何かをmake up するようなニュアンスに感じる。

シンプルに、B member of A unitとかのほうが良くないか？

または、

B member that is a part/component/constituent of A unitとか、

B member included in A unitとか？
