☆ JRFS REPORT project peace９: UPR4th

　☆ 全ての国際連合加盟国と全地球市民のみなさんに、project peace9に参加と協力を訴えます。

１，日本政府に対し、ただちに強制失踪からのすべての者の保護に関する国際条約（強制失踪条約）第３１条及び「拷問及び他の残虐な、非人道的な又は品位を傷つける取扱い又は刑罰に関する条約」（拷問等禁止条約）第２２条について内閣受諾宣言すると閣議決定し、個人通報制度を批准し、国連安保理非常任理事国議長国として、ただちに法の支配を実現し、人間の安全保障と防災の主流化を実現するよう勧告を！

２，２００８年１０月ICCPR第５回日本政府報告書審査　勧告パラグラフ２６を完全実施せよ。ただちに供託金制度を廃止し、ビラ配布と戸別訪問禁止規定と、米国のハッチ法をモデルに１９４８年に制定した国家公務員法第１０２条（決裁権のない一般国家公務員に対し、一市民としての職務を離れたところでの政治活動を全面一律に禁止している）を破棄し、参政権を確立するよう勧告を！

３、市民的及び政治的権利に関する国際規約（自由権規約）第２０条「戦争宣伝及び国民的、人種的宗教的憎悪の唱道」を禁止する法律を制定し、日本国憲法第９条改悪のための憲法審査会を廃止するよう勧告を！

Set below is the essence of JRFS report regarding the 4th UPR of Government of Japan:

☆ We appeal to all United Nations member states and all global citizens to participate and cooperate in the Project Peace 9.

1. We call on the Government of Japan to immediately declare the Cabinet's acceptance of Article 31 of the International Convention for the Protection of All Persons from Enforced Disappearance and Article 22 of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, ratify the Individual Reporting System, and submit a report to the UN Security Council. The Cabinet should also ratify the Convention on the Protection of All Persons from Enforced Disappearance, and as a non-permanent member of the UN Security Council, immediately establish the rule of law, and mainstream human security and disaster prevention!

2. The Government of Japan's should fully implement the Recommendation included in Paragraph 26 of the Fifth Report of the International Covenant on Civic and Political Rights (ICCPR) October 2008 Examination. The Government should immediately abolish the Public Offices Election Law, the deposit system and the provisions prohibiting the distribution of leaflets and door-to-door canvassing in particular, and repeal Article 102 of the National Public Service Law enacted in 1948, modeled after the Hatch Act of the United States (which prohibits all political activities away from the duties of a general national public official who has no authority to make decisions) (which uniformly prohibits all political activities away from the duties as a citizen on holidays), and establish the right to engage in political activities!

3. A law should be enacted prohibiting Article 20 of the ICCPR "war propaganda and advocacy of national, racial and religious hatred," and the Constitutional Review Board established for the revision of Article 9 of the Japanese Constitution be abolished!
