CSU Budget Presentation

I sent my assistant to the CSU Budget Presentation last week. Most of the information was the same as the last presentation, but they are talking about opening the Spring 2012 admission but not admitting anyone. That means they will keep $55 x number of applicants?! Is that even legal??
