The following is a continuation of the previous chapter.
Suspicions about Biden
Kadota
Through the US presidential election in 2020, experts were appearing in the Japanese media who seemed to be saying that "Biden is also anti-China."
That's a ridiculous story.
Sekihei
Do they know what Biden did when visiting China on December 4, 2013?
The close relationship between Biden and Xi Jinping became apparent during this visit to China.
Kadota
That's the Beijing visit in question.
Sekihei
At the time, Biden was the vice president.
As the vice president, Biden took his son, Hunter Biden, to China.
It is common for a wife to accompany her husband on foreign visits, but it is not common for a son to accompany his father.
Biden can't take him along if the Chinese side does not allow it.
Kadota
A report on what happened to Mr. Biden in "Suspicious Beijing" was officially released in September 2020 due to the vigorous investigation by the Republican Party in the Senate.
Many things were pointed out in the report.
According to the report, after returning from China, Mr. Hunter established an investment company called "Rosemont Seneca Partners," of which he was the representative.
Several Chinese banks transferred hundreds of millions of dollars to this company.
What did this company do?
First, in conjunction with a Chinese investment company called "China Huaneng Energy Company," the company acquired "Berens," an American company that manufactured military precision machinery to prevent vibration.
China Huaneng Energy Company has exceptionally close ties with the People's Liberation Army, so we can see what Hunter's company was aiming for here.
Furthermore, in 2016, Mr. Hunter established the investment company Hudson West in collaboration with the HNA Infrastructure Investment Company, which is under the umbrella of the China HNA Energy Company.
This HNA Infrastructure transferred 4.8 million dollars (approximately 500 million yen) to Mr. Hunter's law firm between August 2017 and September 2018 alone, under the name of "consultation fees".
It is also alleged that Hunter opened a joint bank account with Huanxin Infrastructure President Dong Gongwen and that the $100,000 that Dong transferred to the account was used to pay for the entertainment expenses of Hunter's uncle, James Biden, and his wife, Sarah.
The Senate Committee report angrily accuses Hunter of "using his father's official position to make huge illicit gains."
Interestingly, Rosemont Seneca Partners and a subsidiary of the Bank of China established an investment company in Shanghai called Bohai Harvest RST.
Mr. Hunter became a director of the company, and a total of 1 billion dollars (approximately 100 billion yen) was invested in it by the Chinese side.
As you know, the company invested in a Chinese company that is a leading company in the field of facial recognition systems, which are also used by public security authorities. This led to criticism that "Is it permissible to invest in a company that cooperates with the suppression of human rights in Uighur?"
This is the reason why it is said that China has already 'bought out the entire Biden family'.
In May 2019, during the Democratic Party's presidential candidate selection process, Biden said of China, "They 'snatched' our American lunch (note: 'profits')? Don't be ridiculous. They're not bad people. They're not our competitors." Even from the left wing of the Democratic Party, voices were saying, "Biden's defense of China has gone too far."
However, given China's huge investment in Hunter, this kind of lip service is probably only natural.
In the House of Representatives, 18 Republican members of Congress, including Andy Harris, have also issued a statement calling for a criminal investigation.
They say, "There is evidence that shows that while Mr. Biden was vice president, he engaged in improper cooperation with senior Chinese Communist Party officials in order to increase the economic interests of his family. We demand that the Department of Justice appoint a special prosecutor and begin an investigation as a criminal case."
The United States is a democratic country where public anger exploded in the Watergate scandal, forcing President Nixon to resign.
And yet, these facts were ignored by the American media, which is 90% supportive of the Democratic Party, so it's hard to believe.
There are no words to describe the extent of China's under-the-surface machinations, or the silent invasion, and the left-leaning bias of the mass media.
Sekihei
Mr. Biden's visit to China was very strategically planned, wasn't it?
Kadota
Since he was vice president, Mr. Xi Jinping has had a close relationship with Mr. Biden.
When Mr. Biden visited China in August 2011, the person in charge was Mr. Xi Jinping, then vice president of China.
At that time, Mr. Biden went as far as Sichuan Province, and Mr. Xi Jinping even acted as his guide.
Mr. Ishihira, you also introduced a photo of them on your channel (YouTube "Ishihira's In-Depth Analysis of China").
Sekihei
That's right.
Kadota
It's a photo of Mr. Xi Jinping and Mr. Biden with their shirts rolled up, laughing like close friends.
You can really see how close they are.
Six months later, in February 2012, Chinese Vice President Xi Jinping and his wife visited the United States, and Vice President Biden went out of his way to greet them at the airport.
This time, it was the other way around, with the Bidens showing Xi Jinping and his wife around the west coast, hosting a dinner party for them, and even going out of their way to praise Xi Jinping in an impromptu speech to the Chinese community.
This honeymoon period led to a visit to China in 2013, accompanied by their son Hunter.
In other words, everything had been arranged by December 2013.
Sekihei
The vice president is a potential candidate for the US presidency in the future.
Kadota
That's right.
So, for China, it's not the same as entertaining a group of senators.
The two leaders' relationship began in 2011 when they were both vice presidents, and it will have lasted for 10 years this year, in 2021.
Xi Jinping must be thinking, "At last, the time has come."
As for who in the Democratic Party is closest to Xi Jinping and has the closest ties with China, it has been said that it is either Susan Rice or Joe Biden.
Susan Rice has also visited China four times and met with Xi Jinping.
However, if you look at the series of events that have unfolded since 2011, you can see that Biden is not on the same level.
After all, 1 billion dollars was poured into his son's company.
Some pundits who don't know much about China say that "the US is anti-China even in Congress, so even if Biden becomes president, US policy won't change," but that's what they're saying publicly.
If Biden becomes president, Xi Jinping's "close aide" becomes US president.
Even if he pretends to be anti-China in public, as I will explain later, Mr. Biden will take unbelievable action regarding the most crucial issue of a Chinese blitzkrieg invasion of the Senkaku Islands.
The dangerous "four years of the Biden administration" will begin.
Understanding China's intentions in terms of security
Sekihei
The year that Mr. Biden visited China with his son, an event that foreshadowed the next four years, had already occurred.
On November 23, 2013, the Xi Jinping administration suddenly announced that it would establish an Air Defense Identification Zone (ADIZ) over the East China Sea.
Xi Jinping became the head of the Chinese Communist Party in November 2012 and President in March 2013.
Just as the Xi Jinping administration was about to celebrate its first anniversary, it announced the establishment of an Air Defense Identification Zone over the East China Sea.
It is the first significant military adventure of the Xi Jinping administration.
Kadota
An "air defense identification zone" is set up outside the national airspace (the airspace over the territorial waters, about 22 kilometers from the coast) to determine whether there is a risk of airspace incursion and whether to scramble jets.
It is a domestic measure taken by each country for air defense, and it was not originally intended to define the scope of the national airspace or territorial waters.
For example, if a civilian aircraft has given prior notification, it will not be scrambled even if it enters the air defense identification zone.
However, if a fighter jet of unknown nationality crosses the air defense identification zone and heads towards Japanese airspace, scrambling will be necessary.
China set up this air defense identification zone independently, but the problem is that it included the airspace above the Senkaku Islands (Ishigaki City, Okinawa Prefecture).
It was a complete provocation to Japan.
Sekihei
That's right.
By setting up an air defense identification zone, the Xi Jinping administration was trying to treat the airspace over the Senkaku Islands as Chinese territory.
The Chinese Air Force monitors the airspace over the Senkaku Islands, and if an aircraft passes through that airspace, it must report its flight plan in advance.
In other words, they were using the air defense identification zone to make a military claim.
Kadota
That's just nonsense.
Sekihei
It's a selfish thing to do, but it's a serious security issue for Japan.
Naturally, the Abe administration immediately protested to China and demanded that it be withdrawn.
At the time, the Obama administration also dispatched two B-52s on November 26 and entered the "air defense identification zone".
In conjunction with this, it was announced that Japanese Self-Defense Force aircraft also entered the air defense zone.
The US took the position of ignoring the "establishment of China's air defense identification zone" together with Japan.
However, the Obama administration did not take a stronger stance towards China.
Kadota
The reason for this is easy to understand. The cause was Mr. Biden.
Immediately after this, from December 2, Vice President Biden visited Japan, China, and South Korea, and showed a surprising attitude, didn't he?
Sekihei
Vice President Biden's first stop was Japan, where he met with Prime Minister Abe on December 3.
Prime Minister Abe proposed that the US and Japan work together to strongly urge China to withdraw its declaration of an air defense identification zone.
Biden first refused this.
As a second-best option, Prime Minister Abe proposed that "at the very least, the US and Japan should issue a joint statement".
A joint statement opposing "China's air defense identification zone".
But Biden also refused this.
Kadota
It was an unbelievable action for an ally to take.
I remember that the Abe administration was stunned.
After all, Mr. Biden only said that "the United States is deeply concerned about attempts to unilaterally change the status quo".
Also, the Japanese government indicated that it would refuse to submit flight plans for civilian airlines as China demanded, but the US government effectively accepted this, separating military and civilian matters.
At a joint press conference, Mr. Biden said, "The possibility of miscalculations and mistakes is too high," but he also "expressed concern for China" from the standpoint of the United States acting as an arbitrator," the Sankei Shimbun reported at the time (December 4, 2013).
In short, he was being considerate of China.
The reason for this can be seen in his visit to Beijing immediately afterward.
Sekihei
At the time, the US president was Mr. Obama, but Mr. Biden immediately turned down Prime Minister Abe's proposal.
Vice President Biden turned down two proposals from Prime Minister Abe.
The Japanese mass media also reported this, and the following day, the Chinese media reported it with glee, as if they had captured the head of a demon.
Kadota
On December 4, the People's Daily website, the Communist Party's official newspaper, published a statement by a senior naval official, Major General Yin Zhuo, who was said to be close to President Xi.
He praised the US for allowing the submission of the flight plan, saying that it had "returned to its (previous) consistent approach."
On the other hand, he criticized Japan, saying it was "trying to challenge the legal status of our air defense zone."
"We must not cause any trouble."
Sekihei
At the time, the tone of the Chinese media was that "Shinzo Abe is a reactionary".
The tone was "Shinzo Abe is outrageous. Abe is trying to instigate anti-China actions".
However, regarding Mr. Biden, they wrote that "Vice President Biden firmly rejected Abe's vicious proposal."
At the time, the Chinese media also reported that "Biden had let his true feelings slip".
Before his meeting with Prime Minister Abe, Vice President Biden met with Democratic Party leader Banri Kaieda.
As an aside, Banri Kaieda's name is said to be taken from the Great Wall of China (lol).
The Chinese media reported that Vice President Biden "let slip his true feelings" during his meeting with Banri Kaieda.
It is said that Biden told Kaieda, "President Xi Jinping is in a difficult period of starting a project. I can't trouble him."
Kadota
At this time, the phrase "tian ma fan" was mentioned.
This phrase is also famous because it was used by Prime Minister Kakuei Tanaka when he visited China and spoke at a banquet hosted by Premier Zhou Enlai.
On September 25, 1972, Prime Minister Kakuei Tanaka said at the Great Hall of the People that Japan had caused the Chinese people a great deal of trouble over the past few decades, during which time Japan-China relations had followed an unfortunate course.
Sekihei
That was translated into Chinese as "tian ma fan".
Kadota
It was translated like that, and it caused a huge problem.
At the beginning of the summit meeting the next day, Premier Zhou Enlai said that Prime Minister Kakuei Tanaka's words "would cause resentment among the Chinese people. In China, the word 'tian ma fan' is only used for small things".
Sekihei
But this nuance in the Chinese language, which means that you shouldn't cause trouble for other people, is a very friendly thing to say.
For example, I get on well with Mr. Kadota (laughs).
So I would use it like, "You shouldn't cause trouble for Mr. Kadota."
Kadota
You shouldn't cause trouble for him.
Sekihei
It's a word that is said with Mr. Kadota's position in mind and with a lot of thought for Mr. Kadota.
You don't say "don't bother that person" unless you're friends.
Kadota
So you're saying that Biden's words were intended with Xi Jinping in mind.
It's essential to have a good grounding in Chinese (laughs).
Sekihei
To return to the subject, there are two mysteries.
The first is that we don't know how Biden spoke in English.
We also don't know how the Chinese media obtained the details of the meeting with Kaieda.
However, the Chinese media indeed reported this on December 4.
Of course, it is often said that the Chinese media is full of lies.
However, they can't fabricate what the US Vice President says even if they are full of lies. They can't.
To begin with, the 4th was the day Vice President Biden arrived in Beijing.
Even the Chinese media, known for its ability to fabricate things, would not be able to do so when the vice president himself was in Beijing.
Therefore, this statement is highly credible.
In conclusion, Mr. Biden was being considerate of Mr. Xi Jinping.
He disregarded the security of his allies for Mr. Xi's sake and ignored Prime Minister Abe's proposals.
Mr. Biden is the very person who allowed the first step in "Xi Jinping's rampage."
Kadota
What Mr. Ishihira has just pointed out symbolizes the "grave concern" we should have about the next four years.
Complicity in "Xi Jinping's military rampage"
Sekihei
Mr. Biden is, to put it mildly, "considerate" towards Xi Jinping.
To put it firmly, he is "in cahoots" with Xi Jinping.
He is in cahoots with the President of China.
In other words, it is no exaggeration to say that Mr. Biden is complicit in "Xi Jinping's military rampage" rather than tolerating it.
Kadota
And at that time, he was holding "business talks" for the benefit of the Biden family.
Sekihei
That's right. That's why it was no coincidence that he took Hunter with him then.
Of course, China was aware of Vice President Biden's tour of Asia.
They knew he was going to Japan and that he would also be coming to China.
If, for example, Mr. Biden had gone to China with his son just for fun, when there was nothing going on, I could understand.
However, the US Vice President is going to China after China establishes the Air Defense Identification Zone.
He took his son with him at that crucial time.
It is tough to believe that there was no Chinese manipulation.
Kadota
That's right. The important thing is this.
From the time they were both vice president and vice president, they have been exchanging friendship.
In 2011, Mr. Biden visited China; in 2012, Mr. and Mrs. Xi Jinping visited the US; and in 2013, as the grand finale of his tour of Asia, he visited China with his son.
If you look at the flow of events, the deal had already been made for business reasons, and all they needed was Mr. Hunter's signature.
Sekihei
No, that's what happened.
Kadota
Mr. Hunter went to China, signed the deal, and invested an unthinkable amount of money, equivalent to about 100 billion yen, in Bohai Huamei.
I think it's only natural that Republican supporters see this as China buying up the Biden family.
As an ally of Japan, the United States should have demanded that the establishment of the air defense identification zone be withdrawn at the press conference.
If it had been President Trump or Vice President Pence, they would have done so, and in the first place, China would not have been able to establish the air defense identification zone.
Sekihei
If it had been the Trump administration or Vice President Pence at the time, they would probably have strongly demanded that it be withdrawn and, at the same time, canceled the visit to China itself.
If China does not withdraw, they will not visit China. However, Biden went to China.
It was a betrayal of our ally, Japan.
