国家が過去の行動を謝罪しない実例として「米国の奴隷制、インディアン文化破壊、フィリピンの植民地支配、ベトナムでの破壊、イギリスによるアヘン戦争、南アフリカ、インド、ビルマ（現ミャンマー）などの植民地支配」などを挙げ、現代世界では「国家は謝罪しないのが普通」 だとし、過去の過誤を正当化し、道義上の欠陥も認めないのが一般的だと記す。

「国家防衛について考えること自体が悪いこと」のような、ある種宗教じみた勘違いを今後も持ち続けさせたがっている者がいる。 

彼らはまず「国防や軍備の話」を「戦争」と直結させる。 
すると今の日本では「戦争」を否定するのは簡単だ。 
戦争と国防は同じものではないのだが、同一視させれば否定しやすいのだ。 
彼らは卑怯にも「核の傘」に守られながら「反核」を叫び、「日米同盟」に守られながら「軍事力による平和」を否定する。 
全ての国が当然考えなければならない自国を守る力について「日本にだけは永遠に考えさせない」ようにテレビや新聞を使って教育する。 

彼らが「世界の国の中で日本だけ」を特例的に非武装に縛りつけ、生まれた国を愛すること、国を守ること、国を作ってきた先祖を敬うことなどの当然の権利から“日本だけを例外として除外”する、都合のよい大義名分とは何か？ 

それが“過去の戦争で、日本を絶対悪とすること”である。 

そしてそんな認識を日本国内で支える戦争アレルギー、核アレルギー、軍事関連議論思考停止の源の一つが、教育やメディアの与える情報から導き出される間違った歴史の反省＝自虐史観なのである。 

だからこそ、韓国も中国も、『歴史問題』を永遠に利用し続けるのである。

国防についてのいろいろな考え方や選択肢についても、先ほどと同様に“いじめ問題”にたとえてみると簡単な言葉で説明できる。
いじめには、必ず「強者と弱者」がある。
そこで確かなのは「強ければ、いじめられる可能性は低くなる」ということ、そして「潜在的にいじめられる可能性があるのは弱い側にのみ」ということだ。
そして、いじめる側といじめられる側の二元論のみにこだわらないように見れば、実際には様々な立場があり、「いじめられたくないので、関わらない者」や 「いじめなければ、いじめられてしまう者」などがいると気づく。
弱い者が全ていじめられる側ではないが、強い者も全ていじめる側というわけではない。 

しかし左翼や中国・韓国人の主張は、日本が武装した場合「必ずいじめる側になる」と決め付けている。彼らの主張の根拠はいつも「過去の戦争と反省」だ。 だが、そもそも彼らのいう過去の歴史には多くの捏造や誤解があるし、戦後６０年国際貢献と平和主義を貫いた国民が突然「いじめる側」になるとは思えない。

さきほど引用した台湾人・金美齢の本に“日本が中国の覇権を抑えることで台湾や東南アジアの国々も安定と安全が確保される”という意味の言葉があった。

その他、数多くの事例をみても、中国が「とても強く、いじめる者」なのは否定しようがない。今の日本は「弱くはないが、力を行使できず、いじめられる者」だ。それならば、さしあたって日本は「ある程度強く、いじめない者」を目標にし、ゆくゆくは「誰かをいじめから守れる者」を目標にして努力していけばいい。

綺麗ごとのようだが、未来を語るなら、現実だけでなく理想も忘れてはならない。その両方を見る、ということが日本人には必要だし、可能だと思われる。

沖縄や台湾が喉から手が出るほど欲しい中国ですら派手な軍事行動を起こすこともできずに機を待ちつつ言

以下は、世界各国、いろいろな意見がある。どんな道を選ぶにせよ、それは「日本人自身」が選ばなければならない。の続きである。

新たな同盟や核保有以外の選択として、たとえば（あくまで一例として）、あえて中国でも韓国でも北朝鮮でもなく『ロシア』を鍵として考える方法もある。中国が、アメリカや日本と戦争するためにクリアすべき絶対条件は 「ロシアと協調して、ロシアから兵器と石油を得ること」である。そこで、日米自身がロシアと同盟を組まない（組めない）までも、中国とロシアを「分断する」だけでも戦争の“抑止”としては有効である。
要するに、今中国が慰安婦問題や靖国問題などのいろいろな方法を試している 「日米離間工作」の逆に近い形である。
軍事力世界２位のロシアと３位中国を同時に敵にまわせば日米が不利だが、逆にロシアが敵にさえならなければ、（味方にならなかったとしても）「軍事力世界１位のアメリカ＋５位の日本（＋２位のロシア）」となり、「３位の中国」と仮に戦争になったとしても圧勝できるのである。
勘のいい方はもうお分かりかもしれないが、 この、「たとえ戦争になってもどちらかが圧勝できる状態」というのは、「一方的な戦争が起きる」のではなく、『戦争が起きない』という状態である。

在日米軍がいる意味もそれである。
今は日米が若干優勢であるため、沖縄や台湾が喉から手が出るほど欲しい中国ですら派手な軍事行動を起こすこともできずに機を待ちつつ言論工作する他ない。
中国にとってのアジア外交とはアジアにおける日米の影響力を低下させることに他ならず、
日本にとってのアジア外交とはアジアにおける中国の影響力を低下させることである。
だからこそ中国と中国に利する国は、日本が強くなることを恐れ、妨害するのである。
先ほど対談を引用したエマニュエル・トッドがこんなユニークな解釈を述べていた。「核兵器は安全のための避難所。核を持てば軍事同盟から解放され、戦争に巻き込まれる恐れはなくなる。ドゴール主義的な考えです。」 「核を保有する大国が地域に二つもあれば、地域のすべての国に「核戦争は馬鹿らしい」と思わせられる。」

同盟や外交などで軍事バランスを考えるのもひとつの選択肢だろうし、
トッドが言うように、他国（同盟国）の戦争に巻き込まれるのが嫌ならば
同盟ではなく、独自に核を持つというのもひとつの道だ。
日本の新聞があまりそういった記事を書かないだけで、「謝罪」「援助」「友好」以外にもいろいろな考え方、選択肢があるのである。
