However, the Ministry of Foreign Affairs of Japan may have subscribed a protest to UNESCO the affects to the deliberations by propaganda Korean organizations.

In early June, South Korean government officials said at the meeting that gathered the UNESCO ambassadors in Paris "Korea will not forget forever country, who issue a motion of voting (to decide the registration of the Meiji Japan industrial revolution heritage), and country who support the motion”, "If Japan's ambassador comes once, South Korea will come six times"

When I visit to Paris and met the Ambassadors of the World Heritage Committee country in the middle of June, all of the ambassadors were disgusted about its country being involved in such conflict between Japan and South Korea. And, more than anything they were dissatisfied with the Japanese government, who can't stop lobbying of Korea.

At the beginning of committee, Poland representative was addressed “this time World Heritage Committee has been contaminated with politics".

When I was taking lunch with the United Kingdom delegation at the cafe, I's Polish delegation was whispered by tapping the shoulder. "You, understand. That means Korea."

Relentless campaign by the South Korean government

The South Korean government, expand relentless opposition movement in this World Heritage Committee.　It was such that Executives of ICOMOS said "we are sympathetic to Japan. (It admires) well tolerated. The South Korean government visited all judges with an opposite document. So we complained to ICOMOS of Korea. We asked to stop because its act was rules violations. However, it just kept to say the government decided to do this. We want to end this world Heritage Committee as soon as it can. Korea lobby is trouble".　Many delegations of the world heritage committee said the almost same opinion.

Everyone was sympathetic to Japan.

However many of the member countries at all levels from the political community to the business community, had received the lobbying by the South Korean government.

I have made a policy that all work I can do with full power without loss and gain.

Since I've been living in a free spirit, initially I refused twice. 

In July Bonn the day is long and it is sweltering hot.

I return to the hotel holding the handle of car rental around the middle of the night.

I have made a policy that all work I can do with full power without loss and gain.

Though I am a Civilian, I've come together with the government last five years.

I decided to accept the request in order not to leave regrets for people who came to cheer us from Japan at the end of the phase.

I'm not the only one who feel tasteless as sawdust.

Having received registration recommendation ICOMOS (International Council on Monuments and Sites), Japan had allowed Korea to use the world heritage politically.

When the decision registration has been made at the meeting, I'm not the only one who feel tasteless as sawdust.

Many citizens in various parts of Japan who have supported us gazing the screen should have shared the same feeling.  I was sincerely sorry to everyone who has been working hard together Aiming for registration for 16 years, people who had cheered us.

Ms. Kato is a leader of industrial heritage research, and serves as an executive director of the Foundation Institute of Advanced Industrial Heritage National Congress and visiting professor of the University of Tsukuba.

"Meiji Japan's industrial revolution heritage" exist in 8 Prefecture (Kagoshima Prefecture, Kumamoto Prefecture, Nagasaki Prefecture, Saga, Fukuoka, Yamaguchi Prefecture, Shizuoka Prefecture, Iwate Prefecture), and in 11 City (Kagoshima, Nagasaki, Saga, Kitakyushu city, middle City, Omuta, Arao, Uki, Hagi, Izunokuni, is situated in Kamaishi City), it is a heritage group narrate the rapid industrialization from the late 19th century to 20th century.
