It is U.S. transgender swimmer Leah (formerly William) Thomas.
She was ranked 462nd in the U.S. as a male swimmer, but since switching to a female swimmer, she has won many times.
Incidentally, the second-place swimmer on the podium (a female by birth) is a silver medalist at the Tokyo Olympics.
In short, even the top female athletes cannot beat the middle-ranked male athletes.
