The National Interest (NI) is an American bi-monthly international affairs magazine published by the Center for the National Interest. 2013年5月22日、米誌ナショナル・インタレストは、日本の国会議員の歴史認識や領有権に関する言動に抗議して、中国や韓国が日本との会談をキャンセルする方法は何の役にも立たず、中韓が真の和解を希望するのであれば、逆に日本と積極的に接触すべきであると主張した。24日付で参考消息（電子版）が伝えた。

日本の多くの国会議員が靖国神社を参拝し、竹島（韓国名・独島）問題や尖閣諸島（中国名・釣魚島）問題の争いもエスカレートしている。こうした状況の中、韓国は尹炳世（ユン・ビョンセ）外相の訪日を取り消し、中国も日本の議員の訪中をキャンセルに追い込んだ。さらに、ソウルで5月下旬に開催する予定で調整されていた日中韓首脳会談も見送られることになった。

日本の議員の歴史や領土に関する言動に抗議し、中国や韓国が予定されていた会談をキャンセルしたのは初めてのことではないが、会談などをキャンセルする対抗策は間違いだ。こうした方法は日本国民の中国と韓国に対するマイナスのイメージを増幅させるだけで、日本の議員に対する抗議には何の役にも立っていない。

中国人や韓国人は、「日本の議員の行動は日本を孤立させ、国際社会での信用獲得を難しくさせる」と信じているかもしれないが、こうした観点を持っているのは恐らく中国と韓国だけであろう。

日本は孤立するどころか、アジア諸国など多くの国から経済分野におけるパートナーと見られ、さらに、安全保障上のパートナーとみなす国がより多くなってきている。BBCワールドサービスが行った12年の調査では、日本が再び軍国主義化する危険な国とみられていないだけでなく、逆に世界に対するプラスの影響力が最も高い国に選ばれている。

日本は隣国との緊張した関係から逃れられない。従って、選挙民との関係をうまく保ちつつ、いかに隣国との良好な関係を築きあげるかというバランスの問題について、日本の国会議員はもっと賢くなる必要がある。

一方で、もし日本がドイツのようにあるべきだと言うならば、中国や韓国もフランスのような振る舞いをするべきだろう。

和解するということは、一方的な行為や過程ではない。中国や韓国が真に和解を希望するのであれば、積極的に日本と接触を図り、オープンの場で、日本の謝罪や努力が十分でないと認めたり、あるいは賞賛すべきである。さらに、一部の日本議員が、中国政府や韓国政府が大罪と認識するような行為をしたり、許し難い談話を発表したとしても、関心のある問題を日本と共同で処理すべきである。日本に積極的に接触することは、日本の間違った行動を褒めたたえることを意味するのではない。対話を受け入れることによって初めて相互理解を深めることができるのだ。（翻訳・編集/HA）
