アベノミクス五年間の成果
－消費税率の引き上げさえなければ、5年間のアベノミクスはパーフェクトだった。
いったい何が変わったのでしょう。

民主党政権時代（2011～12年）の経済指標と、アベノミクス5年間（2013～17年）の経済指標を比べたものです（23ページ）。
なお民主党政権は2009年9月発足ですが、2010年の4.2％という高成長をもたらした要因は、リーマン・ショック後の世界経済の急回復による日本の輸出の急増という海外要因と、麻生自民党政権のエコカー補助金・エコポイント政策による消費の増加であり、民主党政権も09年9月以降、これらの経済政策を継続したことです。
以上から、10年の高成長は09年9月に政権の座に就いた民主党政権の独自の経済政策がもたらしたものではないので、民主党政権下の経済政策が影響した期間を2011年初から2012年末とします。
まず、年平均実質ＧＤＰ（国内総生産）増加額を見てみましょう。
民主党政権時代が3兆3900億円、アベノミクスの時代が7兆9820億円。
―二倍以上の増額ですね。

次に平均実質ＧＤＰ成長率を見ると、民主党政権時代が0.7％、アベノミクスの時代が1.3％で、やはり倍近い差があります。
―「アベノミクスは失敗」などと、いったいどの国の話をしているのでしょう。

しかも民主党政権と比べて安倍政権はもともとほぼゼロ％成長からのスタートだったので、5年のあいだ毎年、前年を上回る実績を出しつづけたことになります（なお平均成長率を出す際、毎年の成長率を合計して年数で割るのは間違いで、この点は専門家ですら勘違いしている人がいます）。
一方の民主党政権時代の経済を総括すると、デフレが実質賃金の引き上げになる下で、「非正規社員」の実質賃金が犠牲となるかたちで「正社員」の実質賃金が上昇しました。
民主党政権時代の2012年に実質雇用者報酬は1.3％ポイント増えましたが、うち0.8％ポイントは物価下落によるものです。
つまり物価下落で実質賃金が上がっていたということ。
労働者からすれば「給料が上がるのはよいことだ」と考えがちですが、デフレは企業収益を圧迫します。
企業の業績が落ちれば正社員の高すぎる実質賃金が負担となり、結局リストラによる高失業率と有効求人倍率の低下を招きます。
対してアベノミクス時代の2017年を見ると、実質雇用者報酬はやはり4.2％ポイント増えていますが、相違点はインフレが実質賃金を引き下げるなかで、正社員以外の一般労働者の実質賃金が大きく上がったこと。
非正規社員の実質賃金の大幅な上昇に伴いながら失業率が低下し、有効求人倍率が上昇しました。
―リベラルのはずの民主党は「非正規雇用者に冷たい」政権だった。 岩田 もう一つ、重要な数字は平均実質国民総所得成長率です。
民主党政権時代は0.06％しかなかったのが、アベノミクス時代は1.7％へ劇的に増えています。
これは金融緩和による円安が大きい。
実質国民総所得には実質ＧＤＰや海外からの純受け取りに加え、輸出物価の輸入物価に対する相対的な上昇が、交易利得として加わります。
為替が円安に振れたことが国民総所得にプラスに働いた結果といえるでしょう。
このように金融政策の結果はすでに出ており、今後も政策のベースとなることは間違いありません。
あとは財政政策や規制緩和をいかに進めるか。
ところが、この規制緩和が一向に進まない。
たとえばマスコミが批判した加計学園の獣医学部設置は、首相官邸より文部科学省のほうが問題です。
獣医学部の新設認可に際して、法令ではない「告示」によって新規参入者を門前払いし、岩盤規制で省益を固めてきた文科省こそ、国民から糾弾されるべきでしょう。

百歩譲っても、大陸高気圧とは、どこからもたらされてくるか…言うまでもなく中国からである。
中国の上空は、もはや人間の住めるレベルではない大気汚染で、ｐｍ2.5分布図で、その数値を見れば誰もが唖然とするだろう。
その凄まじい大気汚染が大陸高気圧と共に日本の上空を覆っている結果としての温室効果による異常高温だろう。
