郵便局・事業会社　４年半で２万４０００人削減　社員の１割　早期退職を募集

It is learned that Japan Post Holdings Co., Ltd. ,whose chairman and president is Yoshikawa Nishikawa, has set up a plan that they will recuce the number of employees of the two companies of Japan Post Service Co.,Ltd and Japan Post Network Co.,Ltd. by about 24,000 over the period of four and a half years through the end of fisacal 2011. This figure is equal to more than 10 % of the number of the current two companies' employees.They are going to recruit voluntary early retirements in addition to their emplyees' mandatory retirements, in order to attain the goal.

The government and ruling parties have decided a policy to revise the allocation of the two local corporate taxes of corporate business tax and corporate residence tax in the next fiscal year in order to ease the tax revenue divide among local governments. Specifically, in the next fiscal year,about 300 bilion yen tax revenue mainly from Tokyo government will be allotted to local governments.The measures related to consumption tax on this issue will be postponed by fiscal 2009.In solving the problem on the tax gap between local governments,the adjustment between the central government and Tokyo prefectural government will always has a key role.

金融一体課税　株譲渡益・配当まず導入　政府・与党０９年度中にも　利子は２段階目　

The government and ruling parties have been studying the introduction of a so-called "the taxation for a set of combined financial incomes," in which tax is imposed on the total combined incomes consisting of stock transfer incomes, dividends, yields from savings and deposits. And they started to deliberate on launching the system in fiscal 2009,thinking the system should be applied,in advance,to the incomes of stock transfer incomes and dividends. Regarding the interest incomes, the application of the system to it will at the second stage.

ＣＯ２大量削減の新電源　家庭用燃料電池量産へ　来年度松下が専用工場　荏原・東芝も体制整備

It is learned that Matsushita Electric Industrial Co.,Ltd. will build a new plant in Shiga Prefecture in order to mass-produce household-use fuel cells.The plant is expected to begin its operation next fiscal year and the production of the 10,000 units a year level is aimed at being established in fiscal year 2010.Toshiba Corporation and Ebara Corporation also will follow the suit.The fuel cell emits less carbon dioxide than conventional other batteries and draws much attention as a highly efficient source of electricity in the next generation.

技術流出、新法で防止　軍事特許に非公開制度　経産省方針　漏洩への罰則強化検討

The Ministry of Economy,Trade and Industry has stated a study in the direction that it will enact a new law in which comprehensive measures are incorporated,in order to prevent important technology from draining away.The pillar is the introduction of "secret patent system,"where the information of the patent on technologies which are able to be transferred to the military use should be closed.this is the thought that a certain kind of patent should be closed off from foureign countries' governments or corporations,and terrorist organizations,regardless of the principle of patent openness.The ministry is also looking to strengthen the penalties against leaking the information.
