ドイツの本当の現状　

2017年11月、ドイツのボンで「国連気候変動枠組み条約第23回締約国会議」（ＣＯＰ２３）が開催され、ちょうどこの時期に、私はイギリスとドイツを訪れていました。

両国の政府関係者や財界、エネルギー関係者から欧州のエネルギー事情を直接聞くと、毎回そうなのですが、日本の大手マスコミの報道からは見えてこないそれぞれの国の実情が見えてきます。　

エネルギー政策面で日本がよく参考にするのは、イギリス・フランス・ドイツ。

これは、私が資源エネルギー庁に在籍していた頃から変わっていません。　

最近、特に日本のメディアが多く取り上げるのはドイツ。

風力や太陽光など自然エネルギー（再生可能エネルギー）を率先して導入し、かつ脱原子力を明言しているからでしょう。

ドイツは2022年12月までに全ての原子力発電所を閉鎖することを決めています。

そのため、「ドイツは進んでいる」「ドイツを見習おう」という報道がよく見られます。　

ドイツには、2022年原子カゼロ化目標とは別に、温室効果ガス（ＣＯ２）の排出量に関する2020年目標というものがあります。

これは、Ｃ０２排出量を2020年までに1990年比で40％削減することを目指すもの。　

御存知のように、原子力はＣ０２を出さない電源。

現時点で、ドイツは2020年までにＣ０２を30％までしか削減できない見通しなのに、2022年原子カゼロ化は必ず実行すると固く決意しています。

誰に訊いても、この決意には揺るぎないものがあります。

一方で、Ｃ０２削減目標が達成できそうにないことを嘆く政府関係者もいます。　

私に言わせれば、30％も削減するわけだし、別に恥ずかしい話ではないと思うのですが、ドイツの人が言うには「これは大変なことだ」と非常に恥ずかしく思っている。

何せ自分たちは自然エネルギー大国でエコのリーディング・カントリーなのだ、という強い自負があるからだそうです。　

私が「では、なぜＣ０２が出ない原子力をやめるのですか？」と訊くと、「それはそれだ」という答え。

つまり、「Ｃ０２削減」と「原子カゼロ化」とは別問題であり、脱原子力は何をおいても絶対に達成する目標なのだ、というのです。　

ドイツにとって原子力は、米ソの事故もあり、自分たちでは到底扱えないものだと思い込んでいます。

アメリカのスリーマイル島、ソ連のチェルノブイリの事故が起こり、この二大大国ですら原子力事故が起きた。

それ以降、ドイツは原子力に拒否反応を持ち始めた。

そこに、日本の福島第一原子力発電所（1Ｆ）の事故が起こった。　

「あの日本人でさえ制御できないものを、ドイツ人ができるのか」という空気が広がり、1Ｆ事故からわずか2ヵ月後、2022年原子力ゼロ化を発表しました。

そこには、Ｃ０２削減に貢献する原発が減ろうが、どんな犠牲を払ってでも2022年までに原子カゼロ化を達成するのだという、ドイツの強い意思があるようなのです。　

端的に言って、ドイツの2022年原子カゼロ化は難しいと私は見ています。

ＥＵ諸国は国同士が互いに接しており、最悪の場合でも隣国から電力を調達できるので、ドイツが原発ゼロ化しても電力危機になる可能性は非常に低い。

だから無理をしてやれないことはないでしょうが、やはり安定的に大量の電気を生産できる原子力発電所を全部閉鎖するのは、電力コストや雇用の面からも、そう簡単なことではない。　

原子カゼロ化を何で代替するかといえば、太陽光や風力といった再エネだそうです。　

ドイツの場合、南部に工業地帯が多いので、北部で風力発電や太陽光発電を増やし、その電気を南部に流す計画が立てられています。

そのため、北部と南部を結ぶ長大な送電網を新増設していかなければなりません。

距離にして、新設二千六百五十キロメートル、増設二千八百キロメートルで、計五千四百五十キロメートル。　

二年前にその話を聞き、今回、それからどれくらい計画が進んだのかを訊いてみたら、「ほとんど進んでいない」。

なぜならまず、反対が多い。

日本でもそうだと思いますが、自分の家の前に送電線の鉄塔が建つのを嫌がる人は多い。

それに、やはり距離が長すぎる。

だから遅々として進んでいないようです。　

送電網は、原子カゼロ化する2022年までにできなければならない。で、ドイツ政府の担当者に話を聞いたら、完成は2025年まで延ばされたとのこと。

しかし、2022年の原子力ゼロ化は変わらない。

「その三年間の電力はどうするんですか？」と訊いたら、「石炭火力を使えばいい」と言う。　

石炭火力発電、特にドイツで使われている「褐炭」はＣ０２を多く出します。

ドイツはＣ０２削減の2020年目標を達成できないかもしれないことを恥ずかしく思っているのに、一方で堂々と「Ｃ０２を増やしてでも脱原子力はやる」と言っている。　

はたして、ドイツは本当にエコ大国なのでしょうか？

The Japanese government neglects the ‘spoofing Japanese’ and illegal immigration problems, but it will be difficult to comprehensively solve the information leakage problem unless they solves this problem on their own. Speaking of ‘spoofing’, the topic in Taiwan recently is that the hardware product of the ‘Automatic Customs Clearance System’ introduced at Taiwan's three major international airports in 2012 is ‘Spoofed Taiwanese Made - in fact, it was discovered that it was manufactured by a Chinese military enterprise which is deeply related to People's Liberation Army.

Of course, since it is a security system that protects the borders, introduction of Chinese products is forbidden.

However, since Chinese products were introduced into the immigration control system as camouflage made in Taiwan, it is not surprising even if there was a function to judge ‘no problem’ or a function of monitoring Taiwanese and foreigners entering and leaving the Taiwan border, and the person who should not be able to enter the country.

It was a subsidiary of a listed company called TECO Electric and Machinery that was involved in camouflaging in Taiwan Mos Burger under the umbrella but was discovered to have used sewage oil, but not only to hardware manufacturing of automatic customs clearance system but also to technical they sent the personnel to China for training.

Because TECO chairman Theodore M. H. Huang involved in both the sewage oil incident and the customs system production place camouflage case, he should have known the impersonation.

The camouflage of the auto-customs system case is not a fire on the other side.

TECO chairman Theodore M. H. Huang is a member of the Anti-Japan Group Society, as well as Terry Gou of Hon Hai Precision Industry, and is a member of Green Gang. Their stock phrase is ‘bounty punishment’, giving rewards if they complete their duties, and punishing them if they oppose it.

The president of a medium-sized memory company listed in Japan says that "Having been struggling with memory procurement, especially in Taiwan, procurement becomes difficult if we defeat semiconductor syndication," and that is an undeniable fact.

Intel bought Altera, a company belonging to a Chinese agent Q who tried to flip chips to China, who was active behind the scenes in "deprived information communication" which became part of the Sankei newspaper on August 28, 2014, Mr. Q later worked at Intel's headquarters and has gone on steadily.

Normally, semiconductor products have an obligation to manage export destinations, and cases that neglect it must be reported to the US government, but Altera Japan may not have done it.

最高の仕事を、きちんとした利益を出して行う、という、利益を追求する事が使命でもある民間企業としての社是と

昨日のニュースで、今回、まるで恒例行事、或いは年度内に日本国民の耳目を引くような実績作りのためであるかのように、東京地検特捜部が、日本が世界に誇る…世界最高の技術と品質を持ったゼネコンである、鹿島・大成・大林・清水に対して捜索に入った事について、

これから、新幹線同様に、永遠に、世界が賞賛する、世界に誇る事に成る、リニア新幹線の工事について…

これらの工事を未来永劫に渡って完璧な作品として製作できるのは、上記のゼネコンを措いて他にはない事は言うまでもない…、

施主であるJR東海の総予算約９兆円の中で、施主から受注業者に開示された予算は、採算的に極めて厳しく、受注競争を繰り広げた場合、全てが赤字受注となる公算が大であったことを報道していた。

既述の様に、上記のゼネコン各社には日本の最優秀選手たちが就職している…つまり馬鹿者や愚か者の集まりではない…から、

彼らは、万が一にも、無理な受注の結果として、…韓国や中国の場合は、そもそも技術力というものが存在していず、育てても来なかった国ではあるが、世界中の各地で、建設中の橋が崩落するなどという結果を招いたりしているような事を万が一にも起こさないためにも...、

日本国の技術と信用を落とすようなことを防ぐ為に、

最高の仕事を、きちんとした利益を出して行う、という、利益を追求する事が使命でもある民間企業としての社是と、

国益を達成するために、

リニア新幹線工事に於いては、それぞれの得意分野で工事を割り振った…トンネル工事は鹿島と大成、駅舎の建築等は大林と清水（私が世界一の駅であると言及して来たJR大阪駅を建築したのは大林組である）、

このように工事を割り振った。

この事のどこが悪だと言うのか？

実態は売国奴で国賊であり中国や朝鮮半島の代理人であると言っても過言ではない高野孟や小沢遼子たちや朝日新聞のように、ゼネコンイ＝悪のような馬鹿げた思想と同等の思想を東京地検特捜部は持っているのではないか？

これまでずっと日本の名誉と信用、日本の技術力の見事さを世界に示し続けて来た上記のゼネコン各社を悪者にする魂胆はどこにあるのか？

そもそも君たちは国のために成って来たのか？

本当に国のために働いて来たのか？

田中角栄を逮捕するのだったら、米国の策動であったようなロッキード事件などではなく、彼が、朝日新聞社に本社用地を法外な格安価格で提供した事、公共の電波を、新聞会社の子会社に独占させただけではなく、これまた法外の格安な価格で、割当てた事に対してだったはずである。

もし貴方達が、真に日本国の名誉と信用、日本国民として、当然の事として国益を考えているのならば、捜索に入るべきは上記の日本が世界に誇る本物の企業であるゼネコンであるわけなど決してあり得ず、

入るべきは朝日新聞社である事は満天下に明らかな真実である。

もし、あなたたちがそうしないのであれば、貴方たちは、彼等と同様の売国奴であり国賊であり、実態は中国や朝鮮半島の代理人であると言っても過言ではなくなるのである。

或いは、真の実業家たちの集団であるゼネコンに対して、貴方達は、朝日新聞などと同様の、虚業集団であるだけではなく、国際社会において日本の名誉と信用を傷つけ続けようとしている許しがたい人間たちの集団だったと歴史に刻まれるだけだろう。

朝日新聞社に対して、彼らの報道に依って日本国と日本国民が被っている被害を、ありとあらゆる意味合いで算定して

今朝の朝日新聞のフロントページを見て呆れはてた人は多かっただろう。

呆れ果てるどころか、もはや許しがたいと思った人も多いはずである。

朝日新聞社は自分たちには何の非もないどころか、韓国側「不均衡な合意」などと大書して、韓国の言い分に正当性があるかのような書き方をしている態様なのだから。

もはや慰安婦問題の解決には、国会が、朝日新聞社に責任を取らせることを議決しなければならない段階に来ている。

朝日新聞社の社長以下の経営陣総出で世界中の主要国に従軍慰安婦問題は朝日新聞社が作った報道が原因で事実ではない事を説明に行かせる。

世界中の主要国の新聞を全段ぶち抜いて、訂正と謝罪の意見広告を掲載させる。

これが出来なければ、朝日新聞社に対して、彼らの報道に依って日本国と日本国民が被っている被害を、ありとあらゆる意味合いで算定して、これを朝日新聞社に支払わせる。

支払わなければ朝日新聞社の全資産を没収し、朝日新聞を即刻廃業させなければならない。

系列のテレビ朝日の放送局としての免許も取り上げなければならない事も言うまでもない。

韓国に対しては、即刻、サスムンへの日本企業の製品の輸出を止める。
