個人の関係と違って、１つの国の中にはさまざまな思惑や意見が渦巻いており、たとえ首脳同士が「和解」してもそれはすぐひっくり返される。　

第二次大戦後の独仏関係が「和解」の典型例として挙げられるが、中韓は戦後のフランスとは違う。

中韓は最近になって初めて手に入れた経済力に合わせてアジアでの序列を変え、日本を下位に置きたがっている。

その格好の手段として日本をめぐる歴史問題を手放したりはしない。　

それに中国では戦争で日本を破ったのは共産党軍ということになっていて（日本は米軍に敗北したのだし、大陸では国民党軍を主たる相手としていたのだが）、その神話が党幹部の腐敗から国民の目をそらすための格好の盾として使われている。

江沢民元国家主席一派は、習近平指導部から腐敗で追い詰められると、対日関係で問題を起こして習を牽制しようとする。

日中関係は政治的に利用されており、道義的な議論では解決しない。　

韓国は経済・社会的な発展で、市民の権利意識が高まり、それがＮＧＯ（韓国で非常に盛ん）にも支えられて日本に対する種々の補償・謝罪要求となっている。

ＮＧＯにとって反日は格好の活動対象なので、１つの問題が解決しても必ず次の問題を持ち出すだろう。

韓国のマスコミは反日の声を批判できず（たしなめると世論の反発を買う）、マスコミが反日キャンペーンをすると政府や大統領はその方向で動かざるを得ない。　

このような構造から、98年の金大中大統領来日や02年のサッカーワールドカップ共同開催で盛り上がった日韓関係も、また反日・嫌韓の合唱になってしまった。

アメリカや中国、ロシアは言うに及ばず、韓国についてもマスコミなどがっくり出した虚像を基にして議論を組み立てがちで、現実性や実現性に乏しく、時には有害なものになる。　

なかでもアメリカや日米同盟が持つ意味は、好き嫌いから離れてしっかり見詰める必要がある。

日本を含む東アジア諸国は、実質的には今でもアメリ力を最大の輸出市場としている（例えば日本は中国に部品や機械を輸出し、中国は組み立てた最終製品の多くをアメリカに輸出する）。

アジアに展開する米軍は中国の一方的な拡張を牽制している。　

アメリカにとっても、アジアとの貿易はＥＵとほぼ同等の重要性を持っている。

安全保障上も経済的にも、アメリカは実は太平洋でつながったアジア最大のメンバーといっていい。

アメリカ国内ではアジア系市民のプレゼンスも大きくなっているので、今さら「アジアのことはアジアで」と叫ぶのは意味がない。

「アジアのことはアジアで」はかつて、「白人の植民地主義」と戦う理想に燃えたアジア諸国のインテリが共有した純な気持ちだった。

次に、日米同盟の意義を再認識すべきだ。

この同盟は東アジアで戦争が起きるのを抑止するために不可欠なものになっている。

韓国に駐留する国連軍（主力は米軍）の後方司令部は日本にあり、日本を主要な基地とする米海軍空軍、海兵隊は、中国、北朝鮮によるものを含め、アジアにおける武力紛争のエスカレーションを抑止する。　

よく日米同盟をやめて「ヨーロッパと同じ集団安全保障体制」をつくればよいという忌見があるが、これは実効性を欠く。

戦前も「ワシントン体制」と呼ばれる一種の集団安全保障体制はあったが、日華事変や日米戦争に至ったように、集団安全保障体制は無責任体制に容易に転ずる。

ＥＵの欧州連合部隊（ＥＵＦＯＲ）や欧州即応部隊（ＥＵＲＯＦＯＲ）はほとんど紙の上の存在にすぎず、ＮＡＴＯも兵力の主力は米軍だ。　

日米同盟をやめた場合、日本には完全な自主防衛か日中同盟ぐらいしか道はなくなる。

しかし自主防衛はいざという場合、アメリカによる攻撃にすら備えることを意味して無理であり、中国は同盟相手としての信頼度が低い。

対米従属にならないよう、日本自身の役割を高めつつ、抑止力としての日米同盟を確保していくのが最も現実性があろう。　

日米同盟と言えば、かつては日本がアメリカの戦争に引き込まれるのを心配する種だったが、日本が攻撃を受ける可能性が現実のものとなった今、不可欠の抑止力となっている。

例えば、中国は日本本土から遠く離れた沖縄など南西諸島への支配権に関心を示しつつある。

中国が無謀な動きに出るのを抑止するためには、米軍の加勢が必要だ。

For example, China is showing an interest in control of Okinawa and Nansei Islands such as far from the Japanese mainland.

To restrain that China comes out for the reckless movement, we need the backing up of the US military.
