高炉は石炭原料のコークスを使うため、大量の二酸化炭素（CO2）を排出します。CO2排出を削減するには高炉を停めるのが手っとり早い。コスト削減にもなる。　
また、火力発電所の煙突から煙が上がっていますが、それが、気象変動を憂える人々の標的になっています。
火力発電はけしからんとなっている。　
それで、中国はどうか。日本やアメリカより、10年も遅い2060年まで「カーボンゼロ」を達成すると中国の習近平は約束した。
しかし、中国は国際公約を守ったことはありません。

たとえば、造船業界があります。
中国の造船業は2000年代初頭に世界シェア10％にも満たない小さい存在でしたが、政府の経済政策で造船の生産能力向上が図られることになったのです。
その目標実現のために、中国政府は造船会社に多額の補助金を供与しました。この結果、中国造船の世界シェアは40％に跳ね上がったのです。　
補助金を背景に圧倒的な低価格を実現し、中国造船会社は国際競争力を高めることに成功した。そのことがシェアアップの大きな要因です。
中国の造船拡大の４分の１は新規市場が生まれた効果、４分の３は日本や韓国から市場を奪い取った結果といわれています。

こうした不当なことを平気でやっているのです。
だから、中国が2060年カーボンゼロといっても、守るわけがない。

テスラなんて、将来どうなるか分からない会社の時価総額がトヨタの４倍にもなったことがある。
トヨタは年間1000万台生産しているのに、テスラは年間50万台弱です。
しかも、中国共産党と公務員はテスラに乗ってはいけないと言い出した。
バッテリー事故を起こしたため、それから、テスラに内蔵されたカメラによって、情報がアメリカに漏れるというのがその理由らしい。
ということは、中国国内のＥＶは中国国内で生産したものしか、認めないということになりかねない。

高炉一基を止めたら、約8000人が失業します。
もちろん、日本企業のトップ企業として責任がありますから、失業はさせずに当面は配置転換、あるいは子会社出向とかで対処するのでしょう。
だが、合理化というマイナス費用が増えるのは間違いありません。　
何で、こんなことになったのか。
一つは中国との競争に負けたからです。
二つ目は日本人のお人好しが、特殊鋼板から自動車用高張力鋼板の高度技術を中国にタダで教えてしまったからです。
教えてもらった中国は補助金を付けて輸出競争力を高めた。

西側がどうしてこれに引っ掛かったか。
それは脱炭素がらみの気候変動への恐れが背景にあります。
トランプが脱退したパリ協定（地球温暖化対策の国際的な枠組み）にも復帰し、アメリカは2050年までに「カーボンニュートラル」（二酸化炭素の排出量と吸収量とがプラスマイナスゼロの状態にする）といった実現不可能なことをバイデン大統領は言い出す。　
日本政府も菅総理が公式に「カーボンニュートラル」脱炭素社会の実現を2050年までに目指す、2030年までに2013年度に比べて二酸化炭素を46％削減すると言明しましたね。そのためには、火力発電の増設はしない方針を明らかにしています。
しかも”実質的”に原発は稼働させない。となると将来、問違いなく電力不足に陥る。
それで、日本はどうするのか。この大問題にみんな黙っている。　
すべてがEVになったら、それを走らせるために必要な使用電力量は２倍に増えるのですよ。
そのことを専門家でも誰もほとんど触れない。地球環境改善とかきれいごとだけ。
アメリカの大手自動車メーカーＧＭは、2030年までに全モデルをＥＶに替える計画を発表しました。
フォルクスワーゲンもそうです。みんな「右に倣え」で中国が仕掛けたＥＶに向かって一斉に動き出す。
集団のネズミが海に向かって、崖から落ちて集団自殺する、あの話と同じです。
世界中の自動車メーカーが、崖から落ちようとしている。
そんな「バス」に乗るのは愚かだというしかない。
