Zhou Enlai, who had just returned from the Soviet Union where he had received spy training, became the head of the Political Department of the Huangpu Military Academy, and Mao Zedong was the deputy head of the KMT Central Propaganda Department.
They steadily penetrated the interior and communized with the Kuomintang.

In the end, the Nationalist forces were defeated and driven out to Taiwan, but the Communist parties had spies hiding in the KMT's High Command for more than 20 years until the very end.
The head of the High Command's Operations Agency was a Communist spy.  
There is even a story that it placed an operation plan drawn up by the KMT command on Mao's desk before it reached the commanders in the field.
