以下は昨日発売された月刊誌正論今月号、特集　本当に「みなさまのNHK」？に、論理的にぶっ壊す、と題して掲載された、藤原かずえさんの論文からである。
慧眼の士は皆、彼女が極めて明晰な頭脳をもった、まさに、ただものではない事を知っているはずである。
今月号の正論もまた、日本国民全員のみならず世界中の人たちが必読の書である。

前文省略。
偏向ドキュメンタリー　
ここまでは、ＮＨＫの構造的な問題点について議論してきましたが、以降は、ＮＨＫの報道コンテンツの内容が公共放送の要件である自主自律・公平公正・不偏不党に合致した適正なものであるかについて具体的に検証していきたいと思います。　
ＮＨＫの報道コンテンツの中でとりわけ疑問視されることが多いのがドキュメンタリー番組です。
ＮＨＫのドキュメンタリー番組には基本的に秀逸な作品が多く、公共放送の重要性を強く認識させてくれる一方で、近現代史を取り扱った一部の作品には、一方的な史観に立った偏向が実際に認められます。
法体系に基づくことなく昭和天皇に強姦罪を宣告した女性国際戦犯法廷を取り上げたＥＴＶ特集「問われる戦時性暴力」や、都合のよい情報ばかりを並べて結論を導く【チェリー・ピッキングｃｈｅｒｒｙ　ｐｉｃｋｉｎｇ】の手法をふんだんに使ったＮＨＫスペシャル「ＪＡＰＡＮデビュー・アジアの一等国」はその典型であり、各方面から多くの批判が起こりました。

これらの近現代史ドキュメンタリー番組に共通した特徴は、ネガティブな感情を引き出すＢＧＭが延々と鳴り響き、視聴者を刺激し続けることです。
視聴者はこの【音楽情動musical emotion】により不安、恐れ、怒り、悲しみ、不幸等のネガティブな感情を持つように誘導されていくのです。

令和の世になってもこのような偏向報道は継続中であり、2019年8月12日放映のＮＨＫスペシャル「かくて"自由"は死せり」は妥当な帰納原理を欠く支離滅裂な内容でした。
この作品は、日本新聞なる弱小メディアの主張が政府を操り日本の自由を奪ったとする検証不可能な【もっともらしい物語just-so story】を展開するものであり、前後に発生した事象を無批判に原因と結果と認定する【前後即因果の誤謬post hoc ergo propter hoc】に陥っていました。

公共放送に必要なのは、事実の「報告」と「解説」であり、大衆誘導につながる制作者の勝手な「解釈」や音楽情動等の「演出」は国民にとって有害です。
このような作品を制作し続けている限り、ＮＨＫは公共放送局として不適です。

不適切なニュース・コメント　
ＮＨＫのニュースは、事実関係の要点を簡明直截に淡々と報じ、論点を明確にするという点で非常に優れています。
キャスターのアナウンス能力も高く、民間放送にありがちな扇情的なアクセントもほとんど認められません。
ただし、自主自律・公平公正・不偏不党といった公共放送としての要件を完全に満たしているかと言えば、必ずしもそうとは言い切れません。
スタジオ・トークにおいて、キャスターが個人的な価値観（台本を読んでいるので、実際には「番組」の価値観）を表明したり、感情に訴える発言をしたりするなど、公共放送としての自覚に欠けた状況もしばしば認められるのです。

二ユースウオッチ９を例にして検証していきます。　
〈韓国に異例の輸出規制強化へ〉
有馬アナ：本当に残念ですね。こんな事態になってしまったことが残念です。（2019年7月1日）

桑子アナ：日本にも韓国にもいいことはないという話ですよね。
有馬アナ：政治のぎくしゃくが経済活動に及ぶような事態は避けてほしいと思います。（2019年7月2日）　
〈日韓関係はどこへ〉
桑子アナ：これまで築いてきた韓国の人達との友好関係が損なわれる動きまで出てきているのは心配なことですよね。
有馬アナ：そこなんですよね。今の文政権と韓国の人達全体をいっしょくたに考えたくないんですよね。（2019年7月16日）　

〔注釈〕公共放送の役割は、番組の特定の価値観・感情・願望を視聴者に表明することではなく、国の三権や海外の権力者を論理的にチェックすることにあります。
合理的根拠を説明することなく唐突に遺憾の意を評したり要求を行ったりするのは公共放送の役割を逸脱しています。　

〈老後に二千万円必要〉
桑子アナ：もう老後を国だけに任せるわけにはいかないと国が認める時代が来たということですね。厳しいですね。（2019年6月7日）
有馬アナ：百年安心だという年金制度、どう安心なのか説明してほしいなと思います。（2019年6月12日）　

〔注釈〕そもそも、年金の「百年安心」は年金制度が百年安心であることを示すものであり、国民の老後の生活を国がすべて保障するという意味ではありません。
このような無知な発言によって国民の混乱を増幅させているようでは、公共放送の資格はありません。　

〈核のごみ　どこへ？〉
桑子アナ：まだ候補地も決まっていないのにさらにその処分場の調査から建設まで30年もかかるって聞くと現実昧が感じられないですよね。
有馬アナ：このまま漂流してしまうのではないかという不安感すら覚えます。（2019年4月18日）　
〈福島原発　タンクの処理水〉
桑子アナ：福島では二週間前にようやく残る一つの漁港が再開されたところですよね。その海や大気にタンクの水を放出しないでほしいというのは当然のことだと思います。（2019年8月9日）　

〔注釈〕高レベル放射性廃棄物の地層処分や原発の処理水放出といった施策の安全性を専門的に分析して風評を抑制すべき立場の存在が、感情に訴えて風評をひたすら増幅するようでは、公共放送の資格はありません。　

以上、本稿では、ＮＨＫの構造および放送内容について分析し、その問題点を指摘しました。
公共放送は、三権や放送局ではなく、国民から統治されるべきであり、この理念の下に現制度を論理的にぶち壊して国民誰もが納得する公共放送を構築することこそ重要であると考えます。

The following is from an article by Takayama Masayuki, the one and only journalist in the postwar world, published in last week's issue of Weekly Shincho.

How to read Soichiro
The "Hoover Memoirs" (translated title: "Freedom Betrayed") translated by Watanabe Soju is very thick.
Each volume is 700 pages long and costs 8,800 yen.
