目そらせずとは、目を逸らすことができないという意味です。
視線を対象から外せないということです。
それが出来ないくらい、美しいという意味です。
「揺る」は、揺れるの短縮した古い書き言葉です。
「揺れる」だと緩む（緊張感がなくなる）ので、「揺る」と短く言い切りにして締めました。
字余りにもなりますし。
