加地氏は京都大学を卒業して大阪大学名誉教授となっている大先輩である。
この論文は、実は、近年最高の論文の一つと言っても過言ではない。
文中強調は私。
老生、この世では余計者、無用者。
老残の日々、この世に御迷惑をおかけ申しあげ続きのやくざ者。
それだけに、逆に御免なすってと仁義を切れば、天下御免の殴りこみは許されよう。
老生、もとより保守伝統派。
自民党政権を支持している。
しかし、宜しくない点は宜しくないと言う。
その近ごろの宜しくないものの第一は、日本での就労外国人の受け入れ拡大の法制化である。
メディアの伝えるところでは、経済界の要求が強く、それに対応しての話とのこと。
しかし、彼ら経済人は労働者不足と言うが、根本的に誤っている。
まずそれを述べたい。
いったい拡大枠労働者とは何か。
その核は肉体労働者とサービス従業者とである。
これを見れば、大凡の見当はつく。
現在、日本に肉体労働者やサービス従業者の候補者は実は山ほどいるのである。
そこらにいるのに、それが見えていない。
思いきって言おう。
本来なら、肉体労働やサービス業等に進んで幸福な生活ができる者の大半が、なんと高校や大学に進学して不幸となってしまっているのである。
見よ、高校や大学の学力の実態を。
例えば大阪府の高校入試の場合、トップ高の北野高・天王寺高等の場合、100点満点で97、8点を取らねば合格できない。
一方、同じ入試問題100点満点で7、8点で合格できる高校がかなりある。
つまり本来ならば、義務教育を受けたあと、高校進学などせずに実社会の肉体労働等の仕事に進み、技術をしっかり身につけると、一生、食べてゆける者が多いのである。
にもかかわらず高校進学をしている。
そして悲劇が待っている。
国数社理英―中身が分らない。
そのため、高卒で就職しようとしても使いものにならない。
やむをえず、なんと大学へ進学する。
学生不足の大学ならフリーパスで入学できる。
そして4年、ほとんど無為のまま、なんの技術も知識もないのが（事務職）に就き、そこから不幸な人生が始まる。なぜか。答は明らか。
無能な事務職員に待っているのは、いつの日かの首切り。
そして、その中の何割かがひきこもりとなろう。
このような不幸な人生を歩む予備軍を作っているのが、現在の高校や大学の大半である。
ならば、本来、高校や大学へ進学の要がない中学卒業生に対して、文科省は新しい形の一年で諸技術を学べる技術学校を作り（高校に併設してもいい）、肉体労働技術を身につけさせて世に送り出せば、外国人労働者を日本に入れる必要などなくなるではないか。
そういう自主的な努力を、文科省も経団連もなぜしないのか。
百年の計をもってこの問題に当れ。
老生のこの提案、賛成しても実現するには、時間がかかるであろう。
そこでさしあたりの問題として、新提案がある。
新規入国の外国人ならびにすでに在住の外国人に対して、彼らの安全を日本が担っている以上、彼らから所得税等の課税とは別に、〈国防税〉として、年間20万円を徴収してはどうか。
仮に200万人いるとすれば、4000億円。
この税金を使って、徹底監視する。
こうした国防税は、現行前例がある。
スイスは外国人の長期滞在に対して、この国防税を課している。
一人につき、日本円で30万ぐらいと聞いている。
もちろん、この国防税を支払わない不良外国人は、それを理由に、直ちに強制送還することだ。
それが別の意味の〈国防〉となる。
このように、外国人労働者に対しては厳しく管理することである。
その間、前記のような学制改革－形式的学歴などではなくて、人間の本質的能力に基づく学制改革をすることである。
それが政治家にとって最も必要な〈百年の計〉である。
古人曰く、規・矩を以てせざれば、方・円を成す能はず、と。

私は滅多にコンサートに行かないのだが、ブルース・スプリングティーンが米国のチャンピオンになって、日本で初めてのツアーを行った時には、大阪城ホールでの公演に、仕事をさておいて向かった。
