The Liberal Democratic Party and the Constitutional Democratic Party of Japan reached a basic agreement on December 16 on the bills related to the political reform including the revision of the political funds control law. The LDP decided on withdrawal of the political activity funds given by the political party and dubious expenditures called "Ku-hu-shi-shutsu" or expenditures to be allowed to keep undisclosed details for some purposes in the face of strong opposition from opposing parties. And then these related bills are expected to pass the House of Representatives on December 17.

It has been learned that the Ministry of Health, Labor and Welfare intends next year to intensify in the South Asian countries securing the manpower for nursing services, where the lack of manpower is severe in Japan. They have reached a judgement that as aging has been advancing in Japan, a strategic tackling for receiving foreign workers is needed. Behind this movement is the situation that as aging is advancing in other countries, too, centering in advanced countries as well as in Japan, competitions of securing the employees for the welfare services have been intensifying in global scale.

除染土処理　全閣僚会議　福島第一　４５年期限へ検討開始　官房長官トップ　年内初会合

The government has decided that they would start to discuss how to deal with decontaminated soils coming from the accident at the Tokyo Electric Power Company's Fukushima No.1 Nuclear Power Plant. They are going to establish the all-cabinet-member meeting in which concrete methods are discussed and have its first meeting within the year. The soils contaminated with radioactivity at the accident were decontaminated and now there are stored at a facility in Fukushima. And it is decided that they should be dealt with outside Fukushima Prefecture by the end of 2045, but securing the place where the necessary procedures could be done outside the prefecture is a very difficult problem. Given such conditions, they have to accelerate its handling with all the ministries and agencies participated in this project. The all-cabinet-member meeting is chaired by the Chief Cabinet Secretary.

規正法再改正　支出監視へ第三者機関　自民修正案　政策活動費は廃止　「公開方法工夫支出」先送り
The Liberal Democratic Party decided on December 13 that it would modify some points of the bill already presented in the current session of the Diet for revising the political funds control law. And it revealed its draft to the opposition parties. According to its draft, the third-party body looking into the political funds broadly should be established in the Diet, with the ideas from the two parties of Komeito and the Democratic Party for the People adopted. And it includes the abolition of the political activity expenses. And the creation of the new item which is called" open-method-should-be-worked-out expenses" should be deferred until January of 2026 about its decision.

In South Korea opposition parties were planning to impeach the president Yoon Suk Yeol again who declared martial law on the night of December 3 due to the deadlock of his administration. And the second impeachment bill was sent to the Diet, which consists of 300 lawmakers, and was passed in the plenary session of it December 14 with some lawmakers belonging to the ruling party. And the president job is suspended and Prime Minister Han Duck-soon will act for him for some time. After this, judicial judgement is expected to be finalized within 6 months at the Constitutional Court. If the president is fired by its judgement, the presidential election is to be held within 60 days.

And also they will ease the conditions with which the nuclear power plant would be rebuilt.
The new plan will include the policy to utilize the nuclear power generation for decarbonization and stable supply of power in addition to the dealing with the increased power demand.

But after the resolution for the termination of the martial law was decided in the Diet at the dawn of December 4, the president abolished that martial law. The cancelation was only 6 hours after the martial law was declared. Given this situation, the 6 opposition parties are now thinking of sending the bill of impeachment of the president to the Diet.
