「上に政策あれば下に対策あり」が中国人の生活の知恵だが、彼らはいつの間にか日本の手厚い医療制度まで

先日発売された月刊誌WiLL８月号（８４０円）は、日本国民全員が今すぐに最寄りの書店に向かって購読すべき論文が満載されている。

特に、中国人の医療ラッシュで国民皆保険、崩壊へ　河添恵子　ノンフィクション作家

この論文が明らかにしてくれている事実は、二度と、民主党政権、つまり日本を貶める事、日本を辱める事を生業としている朝日新聞の論説などに操られて政権をつくったりしてはいけない事。

もし、その様な事が起きれば日本は滅ぶこと、

これを防いで、文明のターンテーブルが回っている国である日本として、米国と並んで後１７０年、世界をリーして行くためには、

安倍首相を、コール１６年、メルケル１６年に並んで、これからもずっと日本国のかじ取りを任せて行かなければならない事を知る事,

それが日本国民にとって、喫緊の課題である事を知らなければならない時はとうに来ている。

明日、都議会選挙を迎える東京都民の人たちの出来るだけ多くの人に、私の、この章が届く事を願う。

国保を使い回し？　

こういった制度の話は、国際結婚でもしない限り、多くの日本人にとって無縁だし、スムーズには頭に入りにくい。

ということで、「来日した1人の外国人」を例に再度、流れを説明しよう。　

北京出身のＡさん（22歳）が、日本の専門学校に短期留学（3ヵ月）するための留学ビザを取得して来日した。

Ａさんは東京都池袋のアパートで、中国人の友人と一緒に住むことに決まっていた。

Ａさんは豊島区役所に出向いてアパートの住所を登録して、在留カードをもらった。

Ａさんは在留カードを提示して国民健康保険への加入手続きをした……という具合だ。　前年度に、日本での収入が無ければ、保険料は最低額の月額4,000円程度となるが、初来日で30歳以下の外国人だと、1,000円ほどで済むケースもあるそうだ。

支払いが「義務」とはいえ、日本人の中にも経済的理由などから、長期滞納者は少なからずいる。

外国人なら、「うっかり」を含めて未払いの割合はより高いのではないか。　

友人の開業医もこう語る。

「保険料の滞納の有無は、病院では分からないよね。それが本人の保険証かどうかも、他の身分証明書と併せて提示を求めることを通常しないから分からない。日本は基本、“性善説”で動いているからねえ」　

とすれば、国保の有効期限であれば、「特権」となり、似た年齢で同性（男性か女性）同士による使い回しは不可能ではない。　

実際、数年前まで遡って調べてみると、国民健康保険証を他人に貸した事件など、外国人犯罪は幾つも報じられていた。　

『日刊ゲンダイ』（2013年2月15日付）には、大阪市の韓国人牧師が逮捕された事件、

借りたのは信者で無職の中国人の男で、4年の間に計39回不正使用していたことが判明した話と、堺市で中国人の男女13人が詐欺で逮捕された事件、

国保の「海外療養費支給制度」を悪用し、9件の虚偽申請で計240万円を不正受給していたことが判明した話が報じられている。　

一度や二度の虚偽申請ならバレなかったところが、小遣い稼ぎになるといい気になったのか？

ちなみに、海外で怪我や病気になった際、その治療費を一部でも取り戻せる制度が国保にあることなど、私は意識したこともなかった。

そういえば、外国人の人気タレントの父親も、海外療養費の詐欺の容疑で国際手配になったことが、3年ほど前にワイドショーなどで報じられている。　

その他、「保険が適用になった高額医療ビジネスに目をつけ、居住実態がない中国人を国保に加入させたり、複数の保険証を持って使いまわしているブローカーや行政書士がいる」との記事も出ている。　

「上に政策あれば下に対策あり」が中国人の生活の知恵だが、彼らはいつの間にか日本の手厚い医療制度まで研究し尽くし、しゃぶり尽くすソンビになっていた……。

これは同年、中国の商業不動産開発大手・大連万達集団（ワンダ・グループ）によるハリウッドの映画制作会社レジェンダリー・エンターテインメントの買収劇（35億ドル）があったためだ。　

レジェンダリーは『バットマン・ビギンズ』（2005年）で始まる『ダークナイト』（2008年）三部作や恐竜パニック映画『ジユラシック・ワールド』（2015年）など大ヒット作を制作してきた。　

ワンダ・グループは2012年、米国内のスクリーンの約22％を保有する第2位の映画館チェーン、ＡＭＣエンターテインメントを買収。　

そのＡＭＣは2016年、同業第4位のカーマイクーシネマズを買収した。

2位と4位の合併により、それまで1位だったリーガル・エンターテインメントを抜いて首位に立ち、世界最大の映画館チェーンになった。

何とも凄まじい「札束攻勢」だが、そうした経済的衝撃はともかく、今や中国の企業が米国の映画館でどんな映画を上映するかをコントロールするポジションに就いた事実の方がよりショッキングだ。　

買収だけではない。

ワンダ・グループは2013年、米アカデミー賞を授与している映画芸術科学アカデミーの映画博物館（ロサンゼルス）に2000万ドルを寄付した。

同アカデミーへの寄付額として史上最多で、その気前の良さに感動したのかどうか、映画史ギャラリーを「ワンダーギャラリー」と名付けた。

不都合な真実　

しかし、普通の米国市民は、中国の企業がＡＭＣを保有して世界最大の映画興行主になったことなどほとんど知らない。

その企業がレジェンダリーも保有し、ユニバーサル・ピクチャーズと『ジュラシック・ワールド』を共同制作したこととなると、もっと知らない。　

一般市民が危険なトレンドに気付いていない現状の責任の一端はメディアにある。　

大方の米メディアはワンダ・グループの王健林会長の肩書として「実業家」「大富豪」「不動産業界の大立者」などと書く。　

書いていないのは、王会長は人民解放軍の元将校で、中国共産党の高官、しかも終身党員であるという事実だ。

またワンダ・グループも共産党政府の所有が実態という。　

こうした「不都合な真実」に目をつぶるのは、ハリウッドの世界への発信力を中国政府のプロパガンダの手段に転換しようとする戦略意図の「偽装」に手を貸しているようなものだ。　一方、2016年の中国の映画館入場者数は13億8000万人（前年比9.5％増）で、初めて北米市場を抜いた。

映画館スクリーン総数は42,052（同33％増）で世界最多になり、1日に27館のペースで新館が建設されてきた映画館も7,853ヵ所（同24％増）に拡大した。　

ハリウッドはこんな大マーケットに映画を輸出したいが、中国は外国映画の輸入を年間34本に制限している。

34本の枠内に選ばれようとする映画会社に競わせるわけだ。　

競い合う過程で中国当局者への「不適切な支払い」の可能性も浮上。

米証券取引委員会（ＳＥＣ）が2012年春、複数の映画制作会社に質問状を送り、警告したこともあった。　

そして、輸入枠内に選ばれるには、中国当局の「検閲」をパスしなければならない。

検閲機関・国家ラジオ映画テレビ総局（ＳＡＲＦＴ）の約40人の検閲官が、制作レベルはもちろん、脚本の段階からさえ監視してくる。　

脚本に禁じられた10の要素では、過剰な「性」や「暴力」はもちろん、「幽霊」もノー。

社会秩序を崩壊させるもの、社会のモラルを危険にさらすものもチェックされ、中国人について実態以上によく見せなければ、ＳＡＲＦＴと問題になるという。

最も重要な市場の中国で米国映画を上映できる唯一の方法ならやむを得ないと、ハリウッドは検閲に対し宥和策を取った。

「腐敗の楽園」　

知性と教養のシンボルとしての大学は、その国の文明レベルを測るバロメーターである。　

現在、国家と社会主義全体が劣化して堕落し、汚臭を放つ中国においても、大学という「象牙の塔」だけは、中国に残された浄土だと思っていた。

しかし、実際に現場に赴いて、そこがひときわ悪臭に満ちた「腐敗の楽園」であることを知って愕然とした。　

私は近年の中国での体験をもとに『新感覚中国論』の執筆にとりかかっている。

「新感覚」というのは、個人的な感情や先入観を交えず、カメラのレンズのような目で中国の真の姿を写実的に捉えるという意味である。

そうした姿勢で中国の社会、文化、人間性、教育などさまざまな分野にメスを入れるというのが主旨だ。　

私はこれまで中国を題材に、『中国人民に告ぐ！』、『中国人による中国大批判』などのベストセラーを著してきた。

その一つ、『進化できない中国人』は2014年の著作だが、それから3年が経って、中国人は物質的な分野では成長を続けているものの、肝心な人間性という点ではむしろ「退化」の一途をたどっていると言わざるを得ない。　

その意味で、現在の中国と中国人理解のための書『新感覚中国論』は大変意義のある著書になるはずである。

したがって、上海大学での100日間の実体験は、私にとって中国の現状をリサーチする大きなチャンスだった。

と同時に、それは100日の「悪夢」でもあった。　

2015年の春、上海での講演後に取材を受けた大手新聞の記者の紹介で、私は「悪夢」の主

人公と知り合いになった。　

その若い記者は、「上海大学に金先生のように日本留学を経て、日中韓３か国の文化を研究している先生がいるから紹介しよう」と言った。

「日中韓3国の文化を研究する学者」といえば、ことに日本留学の経歴の持ち主なら、私は大概知っていたが、名前を聞くと全く知らない人だった。

「学者」と言われなかったら、私はおそらく会わなかっただろう。　

名刺には「董永○」（フルネームは伏せる）、上海大学外国語学院日本語系主任、副教授とあった。

風貌から言えば、董主任は、学者というより飲食店のおじさんという印象だった。　

私が自著を贈呈すると董氏は自分には著書が一冊もないと言った。

帰り道でその記者にどうして董氏と知り合ったのかと聞いたら、「ある飲み会で知り合った」と答えた。

知人の医者が、こう吐露する。　

「明らかに観光客の身分で来た中国人が、保険を不正に利用して治療を受けたりしていますよ。それから繁華街で夜に働いているアジア系、東欧系、南米出身の女性たちも、保険証の貸し借りをやっているって話です。日本では近年、簡単に国民健康保険（国保）証が手に入ることが問題です」　

知人の看護師も、こう語る。「生活保護を受けているのに、ブランド品を身につけている中国人の患者さんもいますよ。

『保険証、なんか怪しいね』と医師とこっそり会話したこともあります。

それと、『中国人ブローカーが、日本での治療を斡旋するビジネスをやっている』といった話を人づてに聞いたことがあります」　

以前から偽造パスポートや偽装留学生、偽札や偽造カード、偽の履歴書、偽造書類、偽装結婚、偽装難民、不法滞在、闇労働、なりすまし、ペーパ・カンパニーなど、中国人の処世術では「ニセ」「不法」不透明」が十八番となっているが、いつしか日本の保険証の不正取得や悪用という手段も、そこに加わっていたのだ。　

勢いづいたのは、民主党政権下で住民基本台帳法の一部が改正され、施行された2012年7月9日以降外国人が国民健康保険に加入するハードルが大幅に下がった時期からのようだ。

改正前は2年以上の在留資格がある、または客観的な資料等により1年以上、日本に滞在すると認められる」ことが、外国人が国保に加入する上での要件だった。

それが改正後は「3ヵ月を超える在留資格がある、または客観的な資料等により3ヵ月を超えて日本に滞在すると認められる」ことが加入の要件になった。　

改正により、「外国人登録法」が廃止され、「内外人平等の原則」のもとで日本人と同様に住民基本台帳の適用対象となる外国人住民の「中長期在留者」が、在留カード交付の対象者になった。　

出入国管理及び難民認定法は「中長期在留者」の定義を、「3ヵ月を超える在留資格がある外国人」と定めている。

そのため、留学ビザや経営管理ビザ、就労ビザ、特定活動ビザなど、原則3ヵ月（90日）以上の日本滞在資格があるビザを持つ外国人は対象者なので、役所で在留カードをもらい、国保に加入する義務がある。もちろん、外国人が保険証を持つことに対して、頭ごなしに否定するつもりはない。　

だが、入管法の「中長期在留者」が、三年や五年以上ではなく「三ヵ月を超える」という定義であることから、たった三ヵ月しか滞在しない外国人にも、我々の血税が基礎となる「日本国民のための保険」を同等に使える制度に“改悪”されていたことには呆れ果てる。　

なぜ、誰も大きな声をあげないのだろう？

これほど馬鹿げて、悪辣な所業に、今なお、日本国民の少なからぬ人間達は操縦されているのである。＊

中国人の医療ラッシュで国民皆保険、崩壊へ

知人の医者が、こう吐露する。　

「明らかに観光客の身分で来た中国人が、保険を不正に利用して治療を受けたりしていますよ。それから繁華街で夜に働いているアジア系、東欧系、南米出身の女性たちも、保険証の貸し借りをやっているって話です。日本では近年、簡単に国民健康保険（国保）証が手に入ることが問題です」　

知人の看護師も、こう語る。「生活保護を受けているのに、ブランド品を身につけている中国人の患者さんもいますよ。

『保険証、なんか怪しいね』と医師とこっそり会話したこともあります。

それと、『中国人ブローカーが、日本での治療を斡旋するビジネスをやっている』といった話を人づてに聞いたことがあります」　

以前から偽造パスポートや偽装留学生、偽札や偽造カード、偽の履歴書、偽造書類、偽装結婚、偽装難民、不法滞在、闇労働、なりすまし、ペーパ・カンパニーなど、中国人の処世術では「ニセ」「不法」不透明」が十八番となっているが、いつしか日本の保険証の不正取得や悪用という手段も、そこに加わっていたのだ。　

勢いづいたのは、民主党政権下で住民基本台帳法の一部が改正され、施行された2012年7月9日以降外国人が国民健康保険に加入するハードルが大幅に下がった時期からのようだ。

改正前は2年以上の在留資格がある、または客観的な資料等により1年以上、日本に滞在すると認められる」ことが、外国人が国保に加入する上での要件だった。

それが改正後は「3ヵ月を超える在留資格がある、または客観的な資料等により3ヵ月を超えて日本に滞在すると認められる」ことが加入の要件になった。　

改正により、「外国人登録法」が廃止され、「内外人平等の原則」のもとで日本人と同様に住民基本台帳の適用対象となる外国人住民の「中長期在留者」が、在留カード交付の対象者になった。　

出入国管理及び難民認定法は「中長期在留者」の定義を、「3ヵ月を超える在留資格がある外国人」と定めている。

そのため、留学ビザや経営管理ビザ、就労ビザ、特定活動ビザなど、原則3ヵ月（90日）以上の日本滞在資格があるビザを持つ外国人は対象者なので、役所で在留カードをもらい、国保に加入する義務がある。もちろん、外国人が保険証を持つことに対して、頭ごなしに否定するつもりはない。　

だが、入管法の「中長期在留者」が、三年や五年以上ではなく「三ヵ月を超える」という定義であることから、たった三ヵ月しか滞在しない外国人にも、我々の血税が基礎となる「日本国民のための保険」を同等に使える制度に“改悪”されていたことには呆れ果てる。　

なぜ、誰も大きな声をあげないのだろう？

先日発売された月刊誌WiLL８月号（８４０円）は、日本国民全員が今すぐに最寄りの書店に向かって購読すべき論文が満載されている。

しかもそれらの論文は朝日新聞などや彼らのテレビ局の報道番組などでは決して報道されない事実を伝えているから猶更なのである。

世界中の人たちにとっても同様なのだが、彼等には、私が伝える。

その中から、ここでは、緊急に、日本国民全員が知らなければならない事実を伝える論文を３つ上げる。

宣伝工作なくして、あの体制はないのである。

中国の宣伝工作が全世界に及んでいる事は孔子学院を世界に設置した事でも明らか。あの記事も、中国お得意の、中国の問題から目を逸らさせるために、ニュースウィーク誌にインドの大気汚染として書かせた記事ではないかと今は思うほどだ。

中国は人が住める状態ではない大気汚染を放置しながら、人類史上最大級の軍備の拡張、日本の何倍もの宇宙ロケットの発射、空母の建設、南シナ海の諸島を軍事基地化して南シナ海を中国の海にしようとしているのである。

それでいながら、パリ協定の中身には、中国は先進国ではない、発展途上国である、と言い募り、現状の維持（つまり大気汚染の改善にお金は使わない）、と、改善に必要なお金は先進諸国が供出すべきだという、これこそ正に、「底知れぬ悪」、「まことしやかな嘘」の論理を、

似非モラリズムに満ち、マルキシズムに汚染された人間達が支配する先進諸国のマスメディアを操縦して、自分たちの言い分を全て飲ませた。

それがパリ協定である事に、私は世界で最初に気が付き、これを世界に告げたのである。

内田樹は、欧米の高級紙に比べれば、朝日の紙面は幼稚園児以下だ等と、朝日新聞の御意見番の様な顔をして大上段から振りかぶって見せたのである。
