以上の記述での中国にとっての「歴史上の正当な傑出した立場」というのは明らかに「屈辱の世紀」前の清朝以前の中華帝国王朝時代のグローバルな威勢、ということだろう。　

その過去の栄光の復活というわけだ。

この概念は習近平国家主席が唱える「中国の夢」とか「中華民族の偉大な復興」というような政治標語とも一致している。

「平和的台頭」という表面は穏やかなスローガンの背後にはいまの中華人民共和国を過去の王朝時代のような世界帝國ふうに復活させようというギラギラした野望が存在している、とアメリカ側の専門家集団による同報告書はみているのである。　

この「野望」は最近、南シナ海での中国の海洋覇権追求に関して国際仲裁裁判所が「根拠なし」と裁定した「九段線」にもあらわとなっていた。

「南シナ海は古代から九段線の区画により歴史的に中国の領海だった」という時代錯誤の中国政府の主張は、「歴史上の正当な傑出した立場」の反映なのだ。

ただし現代の世界ではその正当性はないのである。　

しかし中国側からすれば、その「正当な傑出した立場」の構築や達成にはアメリカ、とくにアジア駐留の前方展開の米軍の存在が最大の障害となる。

この点の中国側の軍事的な認識を米中経済安保調査委員会の同報告書は以下のように総括していた。　

「中国軍幹部たちは、アメリカが中国の正当な進出を阻もうとして、その中国封じ込めのためにアジアの北地域では日本と韓国、南地域ではオーストラリアとフィリピンを拠点とする軍事基地システムを築き、グアム島をその中核とし、中国深部を長距離の戦略兵器で攻撃ができるようにしている、とみている」

だからこそ中国にとってはアメリカがアジアで構築してきた一連の同盟関係とその軍事態勢は有事平時を問わず、敵視や反発の主対象となるわけである。

中国がそのためにソフト、ハード両面での多様な措置をとっていることはすでに歴然としているが、これまで沖縄での反米軍基地運動への中国の関与は提起されることはまずなかった。

しかも中国の対沖縄工作の最終目的は日米同盟分断だというのだ。　

「沖縄と中国」というこの重大な結びつきを新たに提起したのはアメリカ議会に設置された「米中経済安保調査委員会」という機関である。

この委員会は2000年に新たな法律により、「米中両国間の経済と貿易の関係がアメリカの国家安全保障にどう影響するかを調査して、議会と政府に政策上の勧告をする」ことを目的に常設された。

議会の上下両院の有力議員たちが選ぶ十二人の委員（コミッショナー）が主体となり、米中関係を背景に中国側の軍事や外交の実態を調査するわけだ。　

各委員は中国の軍事、経済、外交などに詳しい専門家のほか、諜報活動や安保政策の研究者、実務家が主になる。

最近まで政府や軍の枢要部に就いていた前官僚や前軍人、さらには上下両院で長年、活躍してきた前議員たちも委員を務める。

そしてそのときそのときの実際の中国の動き、米中関係の変動に合わせて、テーマをしぼり、さらなる専門家を証人として招いて、公聴会を開くのである。　

同委員会は毎年、その活動成果をまとめて、年次報告書を発表する。

その内容は詳細かつ膨大となる。

最終的にはアメリカの政府と議会に対中政策に関する提言をするわけだ。　

同委員会の事務局も中国や軍事、諜報に関する知識の豊富なスタッフで固められ、特定テーマについての報告書を委員たちとの共同作業で定期的に発表している。　

アメリカの中国研究はこのように国政レベルできわめて広範かつ具体的なアプローチが多いのである。

中国の多様な動向のなかでもアメリカ側が最も真剣な注意を向けるのはやはり軍事動向だといえる。

この米中経済安保委員会はまさに中国の軍事動向と経済動向の関連を継続的に調べているのである。　

そんな委員会が沖縄と中国のからみに関しての調査結果をこのほど明らかにしたのは「アジア太平洋での米軍の前方展開を抑える中国の試み」と題する報告書の中だった。

米国は日本の尖閣諸島における施政権を認めているが、明確に領土と認めているわけでもない。

そういう状況のなかで、かろうじて日本は尖閣諸島を実効支配してきた。

2022年にようやく実効支配50年目になる。

半世紀にわたって実効支配した土地が国土の一部でないと、国際社会もいえまい。

この年はおりしも習近平政権、が無事に第19回党大会を乗り越えたとして２期目の最終年だ。

もし、習近平政権が長期独裁政権をしくために、国内の反対勢力を納得させるような政治的緊張、軍事的緊張を欲した場合、実効支配50年を迎える前に、尖閣諸島で領土紛争の既成事実を作りたいと考えることは、十分にありうる。

国際社会がそこを紛争地と認めれば、半世紀の実効支配の歴史は振り出しに戻る。

尖閣諸島の実効支配を守りきることは、実は簡単なことではなく、相応に覚悟を求められることであるという、国民の共通認識、政治的合意を形成しておくことも必要だろう。

한국의 반일 운동은 증오심

다음은 이전 장의 계속입니다.

물론 연사의 인터뷰 담당자는 "모든 한국인에 대한 비방은 너무 과격하다. 한국인도 나쁜 사람이 있고 어떤 사람들은 좋은 사람이있다"고 대답했다.

이런 식으로 생각하는 소수의 일본인은 없습니다.

국가와 국가와의 관계와 국가의 상호 관계

이 단어는 어원 적으로 recos-procos에서 파생 된 것으로 추정된다. recos (거꾸로)와 procos (전향 적)의 종합이다.

그것이 "상호"또는 "보복"이라고 말할 수있는 이유입니다.

한. 일 관계는 상호 적이 지 않다.

일본은 인내심을 갖고 있으며, 한국은 일방적 인 비정상적인 공격이며, 나는 인상을받습니다.

한국의 반일 운동은 증오심 표현 등의 언어 수준의 이야기를 훨씬 뛰어 넘습니다. 행동을 증오하거나 싫어하거나 운동을 싫어하면 주간지의 잡지와 사진을보고 알 수 있습니다.

일본인에 대한 한국인의 증오 활동은 용납되는 대신 한국에서 애국자로 격려받는 것 같습니다.

「反日宣伝」が仕事なのか

韓国の女性家族相

主たる任務は「反日宣伝」にあるとでもいうのだろうか。　

韓国の鄭鉉栢女性家族相が、政府として慰安婦関連資料の国連教育科学文化機関（ユネスコ）世界記憶遺産登録を支援する考えを明らかにした。

耳を疑うばかりだ。　

今月10日、就任後初の現地視察の際には、日韓合意について「もう一度、協議せねばならないと考えている」と述べた。

この認識自体、根本的に誤っている。　

合意は「最終的かつ不可逆的な解決」をうたい両政府がまとめた。

つまり、慰安婦問題を蒸し返さないという国同士の約束である。

再協議などありえないし、日本政府が応じないのは当然だ。　

政府予算を拠出し、慰安婦関連箕料の記憶遺産登録を支援するという。

国立の慰安婦博物館の計画も明らかにした。　

どこまで日本をおとしめれば気がすむのか。

ほかにやる仕事はないのだろうか。　

記憶遺産登録は、韓国の民間団体などが進めている。

だが、その言い分は慰安婦を強制連行された「性奴隷」とするなど、事実誤認に基づいている。

実態は反日運動にほかならないといえよう。　

一昨年の日韓合意以降、女性家族省は、慰安婦関連資料の記憶遺産登録に関与していなかった。

今回の発言は「国連など国際社会において、互いに非難・批判することは控える」との合意をほごにする、明らかな違反である。

菅義偉宣房長官は「加盟国間の友好と相互理解促進というユネスコ設立の趣旨と目的に反しかねない」と批判した。

ユネスコの政治利用は許されないのも当然だ。　

ソウルの日本大使館前や釜山の総領事館前の慰安婦像は、いまだに撤去されていない。

これについても徹底して抗議すべきだ。　

鄭氏の発言を許している文在寅政権の責任は重い。

文氏自身は就任後、合意の再協議を口にしていないが、日韓首脳会談では合意は「最終決着でない」との認識を示した。

「国民の大多数が合意を情緒的に受け入れられずにいる」というが、国際約束の意義を説くのが指導者の責務である。　

合意に基づく財団の支援事業を元慰安婦の７割超が受け入れている事実も重視すべきだ。現下の北朝鮮情勢からも、反日を放置するばかりか、あおるような姿勢は極めて有害である。
