日本が価値観の旗を立てよ
2017年の国防費は一兆元（約16兆5000億円）を突破したが、中国はその軍事費を上回る巨額の予算を国内の治安維持対策費として使っている。
それだけの弾圧、監視体制なしには、中国という国を治められないということだ。
もはや正常な国とは言い難い。
そうしたなか、トランプ大統領が民主主義国としての大義の旗を立てられないのであれば、日本がめざすべき価値観の旗を立てるしかない。
そのような国になることができるように、日本の国の基盤を強くしなければならない。
民主主義、法治、人間の自由、人権などを互いに守り合うその先頭に立つためにも、憲法改正を実現し、国家としての自立をめざす気概を示すときだ。

「民族浄化」を進める中国
こうした世界情勢の変化に対し、日本の政治やメディアはいったい何をしているのか。
とりわけ、2017年の「安倍叩き」は異常である。
森友・加計問題への関与という根拠のない話をもとに、安倍首相の退陣を迫る『朝日』『毎日』『東京』『中日』各紙と共同通信、ＮＨＫの報道は、日本の大新聞とテレビがメディアの名に値しないことを明らかにした。
冒頭でも述べたように、日本人が真に目を向けるべきは、国際法も国民の生命も顧みず、世界中に軍事的覇権を拡大し続け、チベットやモンゴル、新疆ウイグルで「民族浄化」を進める中国の無法である。
2017年4月、先に記したアルナーチャル・プラデーシュ州をチベット仏教の最高指導者であるダライ・・フマ法王十四世が訪れた。
法王の来訪に、中国は激烈に反応した。
外交部の華春瑩報道官は「ダライがいかなる立場および名目でいかなる国を訪れて反中分裂活動に携ることにも、中国側は断固として反対する。この立場は揺るぎない」（8月14日）と記者会見で語った。
中国は、台湾、南シナ海、尖閣、ウイグルとともにチベットを「核心的利益」と位置付け、チベット独立は決して許さないと主張する。
しかし1949年に中華人民共和国を建国するや否や、チベットを侵略したのが毛沢東であり、チベットはもともと独立国だったのは歴史の事実である。
侵略、殺戮を重ねて君臨した毛沢東の再来たらんとする人物が、習近平主席にほかならない。

アメリカですら対抗できない
中国の軍事拠点網が五大陸の各地に張り巡らされ、地球規模の支配体制を、彼らが築こうとしているのが見て取れる。
深刻なのは、中国が進める宇宙開発や情報技術と併せて五大陸のネットワークが完成するとすれば、アメリカですら中国の軍事覇権に対抗できない事態にもなりかねないことだ。
アメリカは現在も世界最強の国である。
しかし、そのアメリカに衰退の兆しが見られる。
根底にあるのは、価値観の喪失である。
超大国アメリカの「力の根源」は、世界最強の軍事力、経済力と同時に、力の行使の裏付けとなる人権や自由、民主主義といった人類普遍の価値観にあった。
ところが現在、トランプ大統領の言動を見ると、世界のリーダーに相応しい価値観を見失っているのではないか、といわざるをえない。
たとえば、人権についての立ち位置である。
今年7月13日、中国共産党政権下で拘束されていた劉暁波氏が死亡したその当日に、トランプ大統領はフランスのマクロン大統領と首脳会談を行なった。
合同記者会見の席でトランプ氏は、あろうことか習近平国家主席を「偉大な指導者だ。才能に溢れた好人物だ」と称賛したのである。
他方、中国の民主化運動の精神的支柱である劉暁波氏については一言も触れなかった。
ＴＰＰ（環太平洋経済連携協定）や気候変動抑制に関するパリ協定からの離脱を発表するトランプ大統領の姿を、世界は冷ややかな目で見ている。
皮肉なことだが、いまや自由貿易と気候変動の抑制を国際社会に訴えているのは中国のほうだ。
中国がそれらの言を実行するとは思えないが、現在、世界では中国が民主主義陣営が掲げてきた価値観を唱え、アメリカがそれを否定するという逆転現象が起きている。

習近平主席が描く世界覇権ルート
中国のインド封じ込め戦略は、インドを包囲する「真珠の首飾り」作戦として知られる。
地図（43ページ）を見ると、インドの東側の付け根にはバングラデシュとミャンマーがあり、それぞれチッタゴン港、シットウェ港を擁している。
習近平主席は2016年にバングラデシュを訪れ、一度は頓挫したチッタゴンの南にあるソナディア島に港を建設する計画を再度、提案した。
チッタゴン港とシットウェ港はブータン、ネパールへのハブ機能を有しており、マラッカ海峡への航路の拠点でもある。
「一帯一路」を掲げる中国にとって、これら二つの港の支配権は必須である。
さらにインドの南側を見ると、スリランカにハンバントタ港がある。
同港からインド西岸に沿って北上すると、パキスタンのグワーダル港に到達する。
グワーダル港は中国が43年租借で経済特区を運営する「中国の港」である。
パキスタンはアフガニスタン、イランに接しており、中東への入り口という点できわめて重要な位篋にある。
こうしてインドの東・南・西を取り囲む「真珠の首飾り」を形成し、インドの背後にパキスタンの核を据え付けることで、将来にわたってインドの脅威を減殺することが、習近平主席の狙いである。
一方、中国は東アフリカのジブチに「ジブチ保障基地」を設立し、2017年8月1日に運用を始めた。
中国軍史上初の海外駐留基地である。
設立の表向きの説明は護衛航行や平和維持活動、人道支援となっている。
だが真の目的は、紅海とインド洋（アラビア海）を結ぶシーレーンの要衝であるジブチをヨーロッパへの橋頭堡とすることであろう。 ジブチから紅海を北上し、スエズ運河を通ると地中海に至る。
地中海の北岸には、ギリシャ最大の港・ピレウス港がある。
中国はギリシャの財政難に付け込み、ピレウス港湾管理会社の株式の67％を中国遠洋海運集団に売却させた。
パキスタンを中東への足掛かりとしたように、ピレウス港を拠点にして地中海の支配とヨーロッパへの進路を築く狙いがある。
また、前述したミャンマーのシットウェ港の東南にはマラッカ海峡があり、ここにも中国は人工島を建設中だ。
マラッカ海峡は世界中のタンカーが通航するシーレーンである。
マラッカ海峡に中国の監視体制が確立されるような状況になれば、3000ｍ級の滑走路と大規模防空設備を各礁に建設済みの南シナ海から、第一列島線を北上して台湾・沖縄・そして日本海が「中国の湖」とされる事態も考えなければならない。
日本海を北上して北方領土を通過すれば、そこは北極海である。
北極海航路を西に回れば、中国はユーラシア大陸の北側を通り、最短ルートでヨーロッパに到達できる。
すると前述のジブチー紅海－地中海ルートとつながる。
中国の支配の環が完結するのである。

「アジアに二つの大国は要らない」
習近平主席がインドに対し、あからさまな衝突姿勢を示す理由は明白だ。
インドを軍事的に疲弊させ、中国に挑戦する力をもちえないようにするためである。
かねてより、中国の戦略的発想は「アジアに二つの大国は要らない」というものである。
「二つの大国」の中国以外の大国は時に日本を指し、別のときにはインドを指す。
国連の世界人口予測によれば、2022年までにインドの人口は中国を超えて世界一になる。
ＧＤＰに関してもインドが中国を追い抜くという分析があり、中国にとってインドは将来の脅威である。
インド弱体化のために、たとえば中国は長年にわたり、インドの西の隣国、パキスタンに核技術を与えてきた。
狙いはインドの軍事力をパキスタンへの対応に費やさせ、中国に向かうインドの戦力を分散させることだ。
そうした目的のために、中国はパキスタンに代わって核実験まで代行してやった。
ちなみに、パキスタンのための核実験だけでなく、自国の核兵器開発の実験も、中国は新疆ウイグル自治区で行なっている。
同地域で1964年から96年にかけて中国は46回もの核実験を行なったが、周辺の住民つまりウイグルの人びとにはいっさい事前の情報提供もしておらず、したがって避難もさせていない。
その結果、多くのウイグル人が癌を発病して死亡している。

「すべてわが国のものだ」
日本を含めて民主主義を尊ぶ国々は、中国の国際法を否定する常軌を逸した行動を放置してはならないだろう。
日本はアメリカと共に、南シナ海を平和で自由な海として共同管理するプログラムを提起し、中国の無法に対処する枠組みをつくるべきである。
尖閣諸島沖への公船侵入や、南シナ海における滑走路や大規模防空設備の建設を放置することは、習近平主席が狙う「世界覇権」の実現を座視することにつながる。
中国が軍事拠点をつくり、版図の拡大をめざしているのは東シナ海や南シナ海のことだけではない。
中国は今年に入り、インド北東部に近いブータン西部のドクラム高地で道路建設を本格化させた。
8月28日、中印の軍事的対立はいちおう収まったが、中国が道路建設を諦めると考えるのは早計であろう。
ブータンのドクラム高地と、その南方のインドのシリグリ回廊はインド北東部と主要部を結ぶ細い回廊で、インドにとっては死守しなければならない重要地帯だ。
他方、中国にとっては「一帯一路（シルクロード構想）」の戦略的拠点の一つであり、覇権確立に欠かせない要衝である。
また中国は、インドと国境を接する地域を「南チベット」と呼称して領有権を主張しているが、南チベットのほぼ全域に相当するのが、インド北東部のアルナーチャル・プラデーシュ州である。
2006年、中国の孫玉璽・駐インド大使はアルナーチャル・プラデーシュ州を「すべてわが国のものだ」と語り、領土への野心を露わにした。
アルナーチャル・プラデーシュ州はインドにとって「水源の州」である。
ヒマラヤ山脈から流れてくる水が83,000㎢の広大な州を潤しており、インドにおける水力発電の一大供給地ともなっている。
中国はその水利権を奪おうと、インドに流れ込む水の流れを中国側に引き込むため、付け替え工事まで始めている。

そのことについて、私たちは人類の責任として、忘れてはならない。 いま、中国は侵略的行動の範囲をさらに拡大中だ。
日本の尖閣諸島で領海侵犯を繰り返し、東シナ海のみならず、日本列島を包み込む海の四方八方に中国の海上民兵が乗り込んでいる漁船が迫っている。
このような厳しい現実を、日本当局は見詰めようとしない。
そこには対処しきれない、という諦めにも似た無力感が漂っているのではないか。
現状が続けば、東シナ海はやがて南シナ海の二の舞になる。
つまり、尖閣諸島も東シナ海も中国の支配下に置かれてしまうだろう。
中国は南シナ海には「九段線」を引き、線の内側を自国領だと主張する。
南シナ海を中国から取り戻すことは、もはや考えられないいま、日本は東シナ海の守りに強い決意で臨まなければならないはずだ。
中国の論理と行動は建国以降、何ら変わらない。
彼らはあるときには温和な微笑みを浮かべて接近してくる。
毛沢東も周恩来も、鄧小平も同様である。
だが、微笑外交の陰で中国が何をしてきたか。
そこを見落としてしまうと、すべてを見誤る。
