写真は昨日早朝散歩でわが家近くの発寒川流路段差の様子。発寒川はけっこうな高低差がある「急流」で各所でこういった人工的な「段差」が見られる。こういった装置があることで「水音」が活発に発せられ、北国らしい「自然の呼び声」が音楽的で好きなのですが、この段差も寒冷が深まってくるとこうして氷柱化する。活発な急流なのにこういった氷漬けが常時見られるのですね。
そういう寒さなのに、棲息するカモたちはまだ元気良い声を聞かせてくれる。渓流の水音と、氷柱、カモ声が混然となった音楽的景観美。雪国の冬は基本モノトーンだけれど、こういう俳句的な染み入りの楽しみもある。週末には「冬至」ということで、みなさん寒さにはご自愛を。
さて一昨日触れたマイナカードの手続き上の疑問点の続報です。念のために書き添えますが、わたしはマイナカード・システムには大賛成の意見です。日本という国は、世界に冠たる国民保護思想を持った国。仁徳天皇の「民のカマド」伝承は、単なるキレイ事でなく実際にそうした思想がこの国の統治機構に伝統として息づいていると思う。そういう伝統的「民主主義」概念があることで、いまわたしたちは世界に冠たる「戸籍システム」公共財を維持してきている。このシステムが日本社会の公平性を担保している部分が大きい。
そのシステムを現代的な「脅威」から守っていく必要がある。現実に某国から日本の医療システムを不正利用する「攻撃」があり、その社会的防御のスキとして健康保険制度の管理が不十分で不正利用されやすい制度欠陥がある。それへの有効な防衛策としてマイナカードは機能するものであることは疑いようがない。そう考えます。
ただ新たな制度の導入には、やむなき「試行錯誤」もある。それも世界を一変させているIT革命、コミュニケーション基盤の大変更があるので完全な「整合性」に至るには経験知の積み重ねが必要。

からの説明書類。この文書では12/13以降わたしはなんらかの行動を起こさねばならなかった。実際にその期間中にわたしは病院に掛かって、そこでマイナカードの認識機械からの「アラート」を受け、事前情報のないまま役所に直行せざるを得なかった。なぜこの封書の知らせは「期限前に」わたしの手許に届かなかったのか、それが大きな疑問。免許証更新ではこういうことはないと記憶する。
わたし自身もマイナカードの制度詳細はよく理解していませんが、さらにわからない点が先日書いたマイナカードとしての「有効期限」(10年)とは別に、カードの「電子証明書」機能(5年ごとの更新が必要)が存在し「マイナカード有効期限」とに時間的なズレがあること。
多くの国民がこのことを整合的に理解できていくかどうか、わたしはよくわからない。文書の※印表記箇所で「電子証明書“のみ”の有効期限が過ぎた場合でも、対面の本人確認書としては引き続き使えます。」と表現されているけれど、とくに「のみの」という日本語表記部分。当局側のこの説明内容を「ストンと腑に落ちて理解」できる人は、なかなかいないのではないでしょうか?

The photo shows the Hassamu River channel steps near our house during an early morning walk yesterday. The Hassamu River is a rapid stream with a considerable difference in elevation, and artificial steps like this can be seen in various places. I like the musical “call of nature” that is typical of the northern regions of Japan, but as the cold weather deepens, these steps also become icicles. This is an active rapid, but this kind of icing can be seen all the time.
In spite of such cold weather, the ducks are still singing cheerfully. The sound of the mountain stream, the icicles, and the ducks' voices are all mixed together to create a beautiful musical landscape. Winter in snow country is basically monotone, but there is also this kind of haiku-like pleasure that permeates the landscape. As the “Winter Solstice” is coming this weekend, I hope everyone will take care of themselves against the cold.
This is a follow-up to the procedural questions about the miner card that I mentioned the day before yesterday. For the record, I am in favor of the Mynacard system. Japan is a country with a world-class national protection philosophy. Emperor Nintoku's “Kamado of the people” tradition is not just a pretty word, but I believe that such an idea actually lives on in the country's governing structure as a tradition. This traditional concept of “democracy” has enabled us to maintain the world's leading “family registration system” as a public good. This system has largely ensured the fairness of Japanese society.
We need to protect this system from modern “threats. In reality, there have been “attacks” from certain countries that have abused the Japanese healthcare system, and the health insurance system is a flawed system that is not well managed and is easily abused as a social defense scheme. There is no doubt that the miner card is an effective defense against this. We think so.
However, the introduction of a new system involves unavoidable “trial and error. It also requires the accumulation of empirical knowledge to reach complete “consistency” because of the IT revolution that is changing the world and the major changes in the communication infrastructure.

According to this document, I had to take some kind of action after 12/13. In fact, during that period, I went to the hospital, where I received an “alert” from the machine that recognized my card, and I had to go straight to the government office without any prior information. The big question is why this notice did not reach me “before the deadline”. I don't remember this happening when renewing a driver's license.
I myself do not fully understand the details of the “Mynacard” system, but what is even more confusing is that the “electronic certificate” function of the card (which must be renewed every five years) exists separately from the “expiration date” of the Mynacard (10 years), which I wrote about the other day, and there is a time gap between the “Mynacard expiration date” and the expiration date.
I am not sure if many citizens will be able to understand this consistently. In the document, it is stated that “Even if the expiration date of the digital certificate ‘only’ has passed, it can continue to be used as a face-to-face identification document. The Japanese word “only” in particular is used in the explanation. I suspect that there are not many people who can “understand” the explanation given by the authorities.
