占領軍「洗脳計画」で「日本は悪い国」に　渡部昇一 上智大学名誉教授

占領軍によるＷＧＩＰ　

婦女子十万原爆に殺して罪はなし　

捕虜一人殴りて吾等裁かる　

これは河野道工という方の和歌ですが、まともな日本人なら誰でも感じることを詠んでいます。

なぜ捕虜一人を殴っただけで、あるいは殴らないまでも多少食事が悪かったくらいで死刑などに処され、一方、原爆を落とし、無差別爆撃をした者が裁かれないのか。　

これはアメリカ人も心の底では感じていたことに違いありません。

だからこそ、占領軍は日本が本当に悪い国で、それゆえ何をされてもかまわなかったのだと思わせることが必要だと感じたのでしょう。

そして、ウォー・ギルト・インフォメーション・プログラム（日本が一方的に悪いことをしたということを日本人に教え込む洗脳計画）を実行した。　

このウォー・ギルト・インフォメーション・プログラムは、江藤淳著『閉ざされた言語空間』（文春文庫）で詳細が明らかにされました。

本の中で江藤氏が誇らしげに述べていますがー誇らしげに述べる資格があるのですが―アメリカでも日本でも、占領下の言論統制がいかに徹底的に悪辣に行われたかを一次資料に当たって調べたのは江藤氏が初めてです。　

最も有力だったプログラムの一つの成果として、総司令部民間情報教育局によって出され、昭和二十年十二月八日から全国新聞各紙に連載された「奉天事件よりミゾリー號降伏調印まで」があります。

これは後に同民間情報教育局（ＣＩＥ）によって『太平洋戦争史』としてまとめられました。そして、修身、国史、地理の授業停止と教科書の回収が行われた後に、この『太平洋戦争史』十万部が発行され教材として使うことが命じられました。　

この『太平洋戦争史』の序文を見ると、翻訳したのは中屋健弌という人です。

中屋健弌は共同通信社の人間として翻訳しているのですが、後に東大教授になっています。しかも、新設の東大教養学部のアメリカ史の教授として活躍したのです。
