先ほど挙げたＮＨＫの「新放送ガイドライン」の「２　取材・制作の基本姿勢」にある「⑤取材の基本ルール」には次のように書かれています。

このように考えておられる親日台湾の代表のような柯氏が、なぜ怨み言を並べ立てたかということに疑問を持った人は多かったようです。

ブログ『台湾は日本の生命線！』（http//mamoretaiwan.blog100.fc2.com）を書かれている永山英樹氏（台湾研究フォーラム会長、日本李登輝友の会理事）も同様で、すぐさま国際電話をかけて柯氏に取材をされました。　

その永山氏の取材に対して柯氏が答えた内容は以下のようなものです。　

「私は日本による五十年間の台湾統治はプラス面が五〇％でマイナス面が五〇％と考える。ＮＨＫの取材を受け、インフラや教育のよさを語ったのだが、番組は全然取り上げなかった」　「日本による差別待遇など、欠点への恨み事ばかりを取り上げ、あたかも台湾人が朝鮮人と同じく排日だとの印象を植え付けようとしているらしいが、これは心外だ」

戦後は、竹村健一氏が言ったように「日本の常識は世界の非常識」という状況ですが、明治から敗戦までは「日本の常識は世界の常識」であり、「世界の常識は日本の常識」であったのです。　

日本のように一等国を目指した国は、当時の有色人種の国では日本だけだったというのもまた特筆すべき点です。

日本がいかに努力して一等国になったかという歴史は、当時の世界の人たちの立場から述べなければなりません。

そうすれば、当時の日本人に対する尊敬心が自然と湧いてきますし、日本人としての誇りを持つこともできます。

ところが今回のＮＨＫが放映した企画は、それを逆にとって、一等国になろうとした日本人の努力がいかに馬鹿らしいものか、非人間的なもので恥ずべきことであったか、ということを示そうとしたものでした。　

このように同じ歴史でも、見方によってどのようにでも変えることができます。

ＮＨＫが取り上げた内容が全て事実だとしても、並べ方や切り方で全く逆に見せることもできます。

NHK is a "public broadcasting", but what NHK is doing now is similar to what the occupation forces have broadcasted a radio program "The truth is this".

以下は「反日マスコミ」朝日新聞・ＮＨＫとの戦い、ＮＨＫ台湾偏向報道への公開質問状と題して月刊誌WiLL2009年6月号に掲載された渡部昇一氏の本物の論文からである。

企画意図を説明せよ　

戦前の世界において日本人と言えば、ヨーロッパでも一等国民として扱われ、名誉白人扱いでした。

シナ人はまだ白人に鞭で叩かれて使われるような地位でした。

日本人が一等国になったのは、日露戦争で勝ったためです。

その一等国民としての世界における地位を、台湾の人も享受できたのです。

台湾については、世界の植民地統治の中での最も輝かしい例として描くのが、日本のマスコミのなすべきことです。

にもかかわらず、なぜ今、ＮＨＫがこの企画を放映する必要があったのか。

私の勘ぐりは次のようなものです。　

台湾は世界で一番の親日国だと言われています。

ところが今、中国が巨大になって軍事力も大きくなり、蒋介石と共に台湾にやってきた人たちの系統から馬英九総統が出たという状況にあります。　

すると、「台湾での日本統治はよかった」と言われては困る人たちがいる。

ですから代わりに、「日本はろくでもない植民地統治をした」と言って、北京を安心させる腹ではないかと考えられます。　

北京も自分たちが今、ウイグルやチベットで行っている弾圧を、日本非難によって多少差し引いてもらえるのではないかと考えるでしょう。　

ですから今の日本のある勢力が、非常に一貫して媚中的であり、その勢力がつくった番組であると私たちは見るべきです。

日本が当時、一等国にならなかったら、有色人種は今でも二等か三等の国として国際的差別を受け続けていたであろうことは間違いありません。

だから当時の日本人の努力と功績を完全無視したがる日本人の本性を暴くべきでしょう。そしてプロデューサーの意図を、批判すべきです。　

ＮＨＫは「公共放送」ですが、今、ＮＨＫがやっていることは占領軍が『真相はこうだ』というラジオ番組を放送したのと、趣旨としては似たようなものです。

あのラジオ番組は占領政策に基づいて流されましたから、「日本だけが悪かった」と並べ立てる内容でした。　

『真相はこうだ』は、占領軍の「権力」によって放送されましたが、今のＮＨＫの番組制作はおそらく中国系の隠微なる「圧力」、あるいは別系統の反日勢力、あるいはマネートラップやハニートラップも含めた力で行われているのではないか、と忖度します。

かつてのウォー・ギルト・インフォメーション・プログラムはアメリカ占領軍によって直接に行われましたが、今は中国共産党によって間接的に行われているのではないか。　

ＮＨＫはどのような意図で、被取材者に不快感を与えてまでもこのような番組を制作をしたのか、公共放送としての説明責任があると思います。

*昨日の産経新聞の記事に対して、私は、チベットの人権問題が報告されている事に時を同じくして沖縄の山城という刑事事件被告が、ジュネーブに出向いて、差別されているなどという言語道断な事を報告したという記事について、その背後には、中国の政府や諜報機関の意図、や資金提供があると考えるのが自然だろうと書いた。渡部昇一氏のこの論文は、私の推測が100％正しい事を認識させるものである。

翁長知事が国連に出向いて報告したのも、「北京も自分たちが今、ウイグルやチベットで行っている弾圧を、日本非難によって多少差し引いてもらえるのではないかと考えるでしょう。」、という正鵠を射た見識どおりである事を、日本国民全員が知るべき時はとうに来ているのである。
