そして、前途のとおり、終戦後、日本政府としては帰国を希望する朝鮮人には常時帰国の途を開き、現に帰国した者が多数ある次第であって、現在日本に居住している者は、前記245人を含みみな自分の自由意思によって日本に留まった者また日本生れの者である。

したがって現在日本政府が本人の意思に反して日本に留めているような朝鮮人は犯罪者を除き1名もない。

※韓国が主張する強制連行・強制労働の元ネタとなった「国民の徴用」は、韓国人やアジア諸国の国民にのみ課したのではなく、先ず、日本国民全体に課され(戦前よりあった)、その後、戦争末期になって、初めて韓国をはじめとするアジア各国の人々に対しても行われるようになった制度である。

徴用の内容も、しっかりと賃金が支払われ、アジアの諸国民を家畜の如くこき使った、白人国家の植民地政策のような強制労働に就かせたのでは無かった。

(4)朝鮮戦争中は朝鮮の南北いずれの地域への帰還も行わなかったが、休戦成立後南鮮へは常時便船があるようになったので、1958年末までに数千人が南鮮へ引揚げた。

北鮮へは直接の便船は依然としてないが、香港経由等で数十人が、自からの費用で、便船を見つけて、北鮮へ引揚げたのではないかと思われる。

こうして朝鮮へ引揚げずに、自からの意思で日本に残ったものの大部分は早くから日本に来住して生活基盤を築いていた者であった。

戦時中に渡来した労務者や復員軍人、軍属などは日本内地になじみが少ないだけに、終戦後日本に残ったものは極めて少数である。

以下は2014/7/20に発信した記事である。

それならば、強制連行などという捏造を最初に行ったのは、誰なのか、と思い、調べてみたのである。

その結果は、愕然とするものであったが、さもありなん、とも思わせるものであった。

このことについては、後日、世界に伝えることとするが、以下の事実でさえ、ほとんどの日本人は全く知らずに来たはずである。

在日朝鮮人の渡来および引揚げに関する経緯、 とくに、戦時中の徴用労務者について記事資料 昭和34年7月11日一、

第2次大戦中内地に渡来した朝鮮人、したがってまた、現在日本に居住している朝鮮人の大部分は、日本政府が強制的に労働させるためにつれてきたものである というような誤解や中傷が世間の一部に行われているが、右は事実に反する。

実情は次のとおりである。

1939年末現在日本内地に居住していた朝鮮人の総数は約100万人であったが、1945年終戦直前にはその数は約200万人に達していた。

そし て、この間に増加した約100万人のうち、約70万人は自から内地に職を求めてきた個別渡航と出生による自然増加によるものであり、残りの30万人の大部分は工鉱業、土木事業等による募集に応じて自由契約にもとづき内地に渡来したものであり、国民徴用令により導入されたいわゆる徴用労務者の数はごく少数部である。

しかしてかれらに対しては、当時、所定の賃金等が支払われている。

元来国民徴用令は朝鮮人(当時はもちろん日本国民であつた)のみに限らず、日本国民全般を対象としたものであり、日本内地ではすでに1939年7月に施行されたが、朝鮮への適用は、できる限り差し控え、ようやく1944年9月に至って、はじめて、朝鮮から内地へ送り出される労務者について実施された。

かくていわゆる朝鮮人徴用労務者が導入されたのは1944年9月から1945年3月(1945年3月以後は関釜間の通常運航が壮絶したためその導入は事実上困難となった)までの短期間であった。
