もっぱらそれを経済建設に注ぎ込み戦争被害者への個人的補償をまったく顧みなかった韓国政府にこそ、その声は向けられねばならない。

「被害者」に謝罪すべき韓国政府　

よく「戦後補償問題」を取り上げる日韓の活動家が口にする言葉に「日本はドイツのように徹底した謝罪をしておらず、補償に関しても無責任だ」というものがある。　

実は、これは事実ではない。

例えばドイツの軍需企業による強制動員・労働については、収容所のユダヤ人によるものの他、ポーランドや旧ソ連地域の住民や捕虜をドイツ本国工場などに強制連行して奴隷同然の扱いで展開したが、戦後ドイツ企業や政府は、ユダヤ人で判明した者に対してしか補償を行っていない。　

なぜなら、国家間協定が成立した国では被害者が所属国から個人損失の補償・補填を受けるのが国際法・慣例上の常識であり、イスラエルとドイツ間国家間協定が成立しなかったからなのである。　

「戦時中、ユダヤ囚人の強制労働の舞台になったドイツ企業は戦後、生存者から提訴を受け損害賠償に応じたが、その他のドイツ被占領国から強制連行して働かせた者への補償はしていない」（ペンジャミン・Ｂ・フェレンツ『奴隷以下―ドイツ企業の戦後責任』凱風社、などによる）。　

こうした基本的な前提や事実は棚上げして、「戦時中の過酷な状況」をこれでもかと積み上げ、ルールを度外視しての「日本への補償要求」に余生短い「被害者」を追い立てることが道理あることだろうか？　

もし「（徴用工、慰安婦などの）被害者に真摯に謝罪し、補償せよ」というなら、1965年の日韓基本条約締結に伴い経済援助の形で国家予算に匹敵する巨額の実質賠償をかちとりながら、もっぱらそれを経済建設に注ぎ込み戦争被害者への個人的補償をまったく顧みなかった韓国政府にこそ、その声は向けられねばならない。　

この度の「徴用工」問題で韓国政府は世論に押されて調査を行い、「被害申告」を受け付け「慰労金」を支払ったという。

強制徴用での死亡者には2000万ウォン（約200万円）だが、負傷者には200～300万ウォンで、これまでに支払決定事例は72,000件に及ぶという（「中央日報」2018年11月1日、「この額では不十分」との声が上がっているという）。　

しかし、おかしいではないか？　

韓国が被害者の所属国政府として補償を行なっている上に、日本側に個人が請求権を行使する二重取りが国際法上、全く認められないのは明白だ。

同国の行為は「徴用工」請求権の正当性さえ根底から掘り崩している。　

長年の不作為を戦争被害者に対して真摯に謝罪し、ただちに救済措置をとるべきは韓国政府である。

そうしてこそ、日本側との真の和解と真相究明への協力の道がひらかれる。

実はその他にも、「強制動員真相究明ネットワーク」に関わりのある研究テーマに関して相当件数の科研費配分が採択されている。

今回の韓国大法院の常識外れの判決が生まれる背景は、日本側にもある。

西日本を中心に広がった「強制動員真相究明ネットワーク」の運動だ。同ネットワークは、韓国で「徴用工」などの朝鮮半島から戦時下、日本企業に「強制動員された」とされる人々の被害調査が公に着手されることに呼応し、「日帝強占下強制動員被害真相糾明委員会」（2004年3月～2010年3月、韓国国務院総理（首相）直属機関として設置）の日本側協力団体の強い色彩を持って2005年7月に発足した。　

飛田雄一（神戸学生青年センター館長、世界人権問題研究センター研究員／在日朝鮮人史、朝鮮農民運動史、強制連行史）、上杉聰（関西大学講師、部落史研究家、「日本の戦争責任資料センター」事務局長）、内海愛子（恵泉女学園大学名誉教授、歴史社会学者）の各氏が共同代表で、呼びかけ人には高實康稔氏（長崎大名誉教授、「岡まさはる記念長崎平和資料館」理事長、長崎在日朝鮮人の人権を守る会会長を歴任。2017年4月に逝去）、金城実氏（彫刻家、沖縄靖国訴訟原告団団長）、有光健氏（千代田・人権ネットワーク代表、シベリア抑留者支援・記録センター世話人）ら、もっぱら「日本の戦争責任」の観点からの「戦後補償問題」解決を求める運動で中心的な役割を果たしてきた人士が名を連ねている。
