以上、近代化とは、そもそもハードの方の国家の産業化・工業化とはまったく別物だったことが分かった。

近代化ができなかった国は、専制支配と身分制の古代を脱することができず、むしろ領土的野心、領内異民族抑圧などの古代化がひどくなるように思われた。

近代化のハードルが下がった　

1991年、ソビエトがアメリカとの軍拡競争に敗れて崩壊すると、「社会主義の近代化」には何か無理があったのだということには気づいたが、経済正道の資本制を歩めば、やがて政治は民主制の国家になるだろうという淡い希望は捨てられてはいなかった。

両者はリンクしているものだと信じられていたのだった。　

ところが、21世紀になり、インターネットがグローバルな経済を導き、それこそアメリカのバイヤーがノート・パソコンを開いて中国の工場を探し、契約なしでデザインを渡し、コピー商品を安価で大量に素早く流通させられるようになると世界は変わった。　

中国は商品の数量をごまかして資金を浮かせ、パクリ商品で儲けて工場を増やしたり、デザインを開発途上国に移してプレミアムを稼いだりという、「卑劣な資本主義」でどんどんと発展し、民主制になるどころか、専制支配と身分制はますますひどくなっていったのだった。　

高度な監視社会になり、領域内の異民族を抑圧し、ロシア同様、ウェストファリア条約なんか知らないものだから、主権国家の約定を無視し、クリミヤ侵攻と同じく南シナ海、東シナ海、やがて全世界へと領土侵略の魔の手を伸ばしていった。

その間軍拡は一切の約定が無視されて進んで行く。
