フルセンテンスで言うなら、This is the(a) passage for construction vehicles only. またはThis is the entrance and exit for construction vehicles only.でしょう。

しかし、このonly の使い方は、only for となるほうが、よりオーソドックスだと思うので、私としては、次の通りに言いたい：
This is the passage only for construction vehicles.
This the entrancea and exit only for construction vehicles.

only は副詞でふつうは修飾される言葉の前に置く。（後ろに置くこともあるが。only を後ろに置いた場合は、前の修飾されることばを強く発音する。construction vehicles only の場合には、construction vehicle を強く発音する。）

only for なら、間違いではないと断言できる、for..... onlyは少しおかしいね、と感じるセンスのほうがまともだと、思う。
