ドル機軸維持へ努力　ＩＭＦ資本金倍増を　金融サミット　首相提案　市場監督・規制　新興国一体で

An emergency summit meeting,or financial summit meeting,of the heads from advanced and developing countries will open on the 14th evening -on the 15th morning in Japan Standard Time-in Washington, the U.S.,in order to talk about the measures for stabilizing the world economy and financial markets.Japan's Prime Minister Taro Aso has a plan to make a comprehensive proposal in the meeting centering on the measures such as the doubling of the IMF'a capital.He will also insit the need of maintaining the dollar as the world's key currency.

With redard to IMF's function, Japan has repeatedly insited there is necessity that IMF's function in terms of market surveilance and regulation should be more strengtheded. Another Japan's claim includes the participation of the so-called developing countries in the IMF's activity.

From the 14th in Washington,the U.S.,an emergency summit meeting( the financial summit) of the heads of advanced countries and developing countries will be held in order to cope with the current financial crisis.In this meeting Japan is going to make a proposal,whose outline was made public yesterday.According to the draft,Japan will promote IMF's activity for expanding its emergency supporting loans to developing countries by supplying up to 10 trillion yen level funds from some of Japan's foreign currency reserves to IMF.

Another idea includes a public-private-alliance fund support scheme which is aimed at helping Asian countries ,from which a lot of private funds have been flowing out due to the current financial crisis,to raise necessary funds.

Concerning the IMF's activity,Japan will also emphasize the need of strengthening IMF's financial market surveilence functioning and its capital significant enhancement in the near future.

The Ministry of Economy,Trade and Industry has decided to revise the electricity charge system in 2009,in order to promote the measures against the global warming.The focal point will be that each power compnany is obliged to stipulate the cost for producing or purchasing the new energy,including the sunshine,which is emitting less greenhhouse gases than the conventional fossil fuels but more expensive.Through this scheme, the ministry intends to help this kind of new energy more prevalent.

やさしくしゃべるということ

優れたnative speaker の指導を聞いていると、やさしくしゃべりなさいといいます。中学生の英語だったらどういいますかと？　このinstructionはすばしいと思います。ですが、ここで明らかになる事は、自分の英語の基礎が試されるということです。例えば一番端的な事は、冠詞の問題です。冠詞がつくのかつかないのか？　名詞を複数にしたほうがいいのかどうか？　こうした問題は多くの日本人にとって不得意の分野だと思いますが、ここで逃げていたのでは、簡単な英語が使えないのです。一度冠詞と向き合い、チャレンジすべきです。冠詞は英語のエセンスとも言えます。冠詞が難しいのは、正解が一つではないからです。ですが、筆者の頭の中がどうなっているかが問題です。その思考法が妥当なら、妥当なのです。その思考法こそを身に付けるべきです。簡単な英語を話すとはそうした意味合いを持ちます。簡単な英語が話できるようになれば、その人の英語は本物なのでしょう。

落語の国際性

名前を忘れましたが、桂三枝のお弟子さんで、米国を半年くらい、英語で落語をしてまわった方がいました。それをＴＶ紹介していました。この方の英語はうまくて、おそらく落語家になる前に、英語を相当勉強された方と思います。英文学科あたりを卒業したのかもしれません。その英語による落語を聞いていて思った、落語の国際性を以下に記してみます。
①間の取り方は、日本語の落語と似ている。一つのセンテンスの中の間の取り方というよりも、いくつかのあるまとまったセンテンスの塊ごとのまのとり方は、日本語の落語と同じようである。またそうした間を取らないと、entertaimentにならない。
②しぐさは、まさに世界に通づる。英語を話す日本人が落語のしぐさを研究すれば、その者の表現力が向上することは間違いない。
③落語の笑わせ方には二つあるようである。言葉の語呂合わせで笑わせるやりかた。a homophone ですね。これは難しい。私の最近の語呂合わせで、「法隆寺で百済観音をみてきたけど、クダラナクはなかったぜ」という語呂合わせは、英語では表現できないと思います。笑わせるなら、論理で笑わせるやり方である。そのお弟子さんが採用していたのも、この方面の笑わせ方であった。

ヤナギヤコサンジさんは、落語でお客を笑わせるためには、お客を笑わせようとしたら駄目だと自分に言い聞かせているようである。その話自体がおかしいのがいいのだそうである。「めんどうくさがりやが長屋に大分に集まってきたのでここらで、無精者会でも作ろうかとなって、みんがよって、いろいろと思案してきたのだが、最後やっぱし、めんどうくせいやとなって、やめてしまった。」というような話は、英語でも落語に出来そうです。
