from today's Nikkei-少し修正したい

修正点：下記の文章のusage がどうもおかしいように思えて仕方ない。whose utilization is restricted only to road constructions and its maintenance.
か、whose uasge is restricted only to ....なのではないかと思えるのですが、よくわからない・・・。

The government and the ruling coalition parties have decided to postpone making the so-called road-specific revenue resource ,which is restricted only to usage of raod constructions and maintenmace, general revenue resource,which could be used for all the purposes.Then, the issue will be entrusted to the next administration.

come

come について。come up with は考案する、という意味の熟語です。これはよく出ます。自民党・与党が・・・・を考案した、という具合です。
The Liberal Democratic Party has come up with an idea that・・・（自民党が・・という考え方を考案、考えた）等で使います。come to light,は明るみに出る。表面化するです。

crash,crush,clash

昨日、crashとcrushの差異を言いました。ややこしいのは、ぶつかって物が壊れるときに、両者とも、使われる。ところが、堅いものとか、やわらかいものとかで、使い分けるらしいだとかの差異があり、これは、ややこしいといのが、私の印象です。更に、ややこしいのは、clashという単語があります。これも、ぶつかって、音がするときに使う言葉。発音は３者とも違い、native speakerはわかるでしょうが、少なくとも、カタカナで書けば同じような音になるという、ややこしさがある。わかりやすく説明できるほど、私が、わかっていないので、今は、この３者、意識して欲しいとだけ、申し上げときます。
