本日の英字新聞の見出しを実際に見てみましょう

本日のThe Daily Yomiuriの見出しを見ますと。

１面です。紙を開いて右手の上がトップ記事です。(この間までは左手の上がトップ記事かと思っていましたが）
①Bid-rigging suspected in forestry work
Bid-rigging is suspected in forestry work.のis が省略されています。もっと丁寧に言えば、 Bid-rigging is suspected in a forestry work.のa が省略ともいえます。大事なのはis の省略を理解することです。ある林業計画で談合があると疑われているというのは、「林業事業で談合発覚」などと見出しにできるでしょう。(訂正：workは不可算名詞なのでa をつけるるという上記の私の説はおかしかろうと思います。間違いでしょう。）

②5-year prison sentence sought for Aneha
は、5-year prison sentence　is sought for Aneha.
でis の省略。seek sought sought で「懲役５年アネハ(元建築士)に求刑」です。

③Political funds increase 2.53 billion yen in 2005
は　Political funds increased 2.53 billion yen in 2005.
でincreased の過去形が現在形になっています。 2.53 billion yen の前にbyが入るのが本来ですが、最近は省略形が多く目に付きます。どちらでもいいけれど、by が来るのが本来だとしっているといろいろと応用がききます。「政治資金が２００５年に２５.３億円増加した」ということです。

④Hard-liner joins Israeli Cabinet as deputy premier　は、
Hard-liner joined Israeli Cabinet as deputy premier.で、動詞が現在形にされています。「強行路線の人物が副首相として内閣に加わった」ということです。hard-liner の前には時と場合によって、A ないしはthe がつくでしょう。私たちにとっては、a でしょう。けれども中東の人たちにとってはthe かも知れません。その人物の認知度が私にはほとんど無名でも、中東の人たちにとっては既知かも知れません。　

二面に行きます。
①Principal found hanged after apology は　A principal was found hanged after apology. でwas が省略です。「謝罪後、校長首吊り自殺」

②Bullying eyed in girl's suicide はBullying is ( 又はwas) eyed　in girl's suicide. で　be 動詞の省略があります。「少女の自殺にいじめがあった模様」くらいでしょうか。

⑤4 men rearrested over insurance murder in R.P.
は　Four men were rearrested over insurance murder in the Republic of Philippines. で　wereが省略されています。文章の始めには数字が来ないというのが普通のようですが、見出しは短くするためfour を4 にしているみたいです。「フィリピン保険金殺人事件で男４人再逮捕」

⑥ Ex-Gifu Prefecture officila arrested over slush funds はAn ex-Gifu Prefecture officila was arrested over slush funds. で、wasが省略されています。「元岐阜県職員裏金投棄で再逮捕」です。

「BRIEFS」というコラムがあります。
①Cultural Affairs chief to go on unpaid leave は
The Cultural Affairs chief will go on unpaid leave.です。文化庁の長官の河合さんが脳梗塞で倒れて療養中で、休暇に入るということを言っています。「文化庁長官無給休暇に」です。

②Poor parking job halts JR Yokosuka LineはPoor parking job halted the JR Yokosuka Line. です。suspend の変わりに短いhaltを使っています。the も省略です。「駐車場工事でＪＲ横須賀線一時停止」

③Teacher suspended after disabled girl molested はA teacher was suspended after a disabled girl had been molested (by him).です。「身障少女へのわいせつ行為で、教師停職処分」です。

④UPS cargo palne makes emergency landing はA UPS cargo palne made an emergency landing. です。緊急着陸をした。過去形が現在形になっています。

⑤2 arrested over illegal piercing practioces はTwo were arrested over ilegal piercing practices.です。「違法ピアス手術で２人再逮捕」
　
⑥Mother,son found dead;police suspect suicideは　A mother and her son were found dead ,and the police suspected it was suicide.です。「母親・男児の死亡発見、自殺か」

Top-ranking officials from the U.S., China and North Korea unofficially held meeting in Beijin on October 31, and reached an agreement to have the 6-party talks soon, with a subcommittee scheduled to be set up for dealing with U.S.'s financial sanctions against North Korea.

展望リポート　物価上昇幅　次第に拡大　利上げ巡り　日銀総裁「遅くも早くもなく」
The Bank of Japan released the so-called "Prospect Report" predicting the future outlook of economy and prices on October 31. The report says that increase rates of consumer price over the each previous year will become bigger year by year. And in the report, the goverrnor, Toshihiko Fukui, says that another interest rate increase will be decided at the proper time when it is neither too early nor too late.

The government and ruling parties have entered their final negotiatin stage in workiing out the relief plan for a lot of high school overlooking giving their students required lessons for students ' graduating from their high schools next spring. The mainstream idea there is that giving students supplementary classes 50 times is reqired.

U.S. Undersecretary of State Christopher Hill said at a press conference in Beijin on October 33 that the 6-party talks will be reopened within the period of November on the unconditional basis.

Olympus (Corporation ) decided to commit IBM Japan to develop software related to that installed in the company-made digital camera. This deal will make the cost about half the present one.
