To continue to think of a thing awake and asleep:
強烈な願望とは、「寝ても覚めても忘れない」願望のことです。たまに思い出す程度の、すぐ忘れてしまうような思いは強烈な願望とは言わないのです。
A strong desire is one you cannot forget awake and asleep. A desire you sometimes remember or you easily forget could not be called to be a strong desire.
それは例えて言えば、惚れてしまって、もう寝ても覚めてもその人のことばかり思っているという、そういう状態です。そういう状態が「強烈な願望を心に抱く」ということです。
It could be compared to the situation that you have fallen in love with someone and you are thinking of that person always in your mind. That kind of situation means you have a strong desire in your mind.
