この行動は2024年2月7日に行ったものを受け継ぐもの。「被爆二世・三世全国連絡会」による2回目の交渉です。
僕もこの連絡会に参加している京都「被爆二世・三世の会」世話人として参加します。朝一番の新幹線で向かいます。

Support the second-generation A-bomb survivors!
広島・長崎への原爆投下から79年が経過するなか、被爆二世の高齢化も進み、平均年齢も60歳代後半にさしかかってきているかと思われます。
病気に苦しむ被爆二世に対する援護施策の実現に向けて、ぜひ皆さまの力を貸して下さい。
私たちは、被爆二世への援護を求める有志で集まった「被爆二世・三世全国連絡会」（世話人代表・森川聖詩）です。2024年2月、厚生労働省への要請活動をきっかけに集い、交流しながら活動を続けています。広島、長崎をはじめとする9団体に加え、全国の個人有志が参加しています。
被爆二世は、自身が幼少の頃、あるいは生まれる前に兄弟姉妹が病死している例も稀なことではないなか、その多くが生き延びながら多種多様の病気や症状に苦しんできました。
かかっている病気は、がん、白血病、悪性リンパ腫など細胞増殖機能障害、再生不良性貧血、血小板減少症、白血球減少症、鉄欠乏性貧血など造血機能障害、甲状腺機能低下症、甲状腺機能亢進症、糖尿病など内分泌腺機能障害、心筋梗塞、高血圧性心疾患など循環器機能障害など多岐にわたっています。
ただその他に被爆二世・三世に特有と考えられるのが血液検査などによる数値・データなどに表れない、原因不明とされる症状や不定愁訴です。
疲れやすい。全身倦怠感。下痢しやすい。風邪をひきやすく、かかるとなかなか治りにくくこじれる。皮ふや粘膜が弱く、湿疹、じんましん、ただれ、かぶれなど皮ふ炎、歯ぐきからの出血、口内炎、副鼻腔炎などを発症しやすい。傷口が治りにくく、化膿しやすい、頭痛、非定型顔面痛、さまざまな疼痛などはそのなかの一例に過ぎません。
以下、被爆二世の生の声です。
「子どもの頃から何か病気を発症するとこじらせてばかり。風邪をひくと咳だけが2～3か月も残ったり気管支炎や副鼻腔炎を併発したりする。40代後半頃からは以前よりもさらに風邪をひきやすくなり、季節を問わず、1年のうち8～9か月もの間、次々と風邪をひくようになった」（60代・男性、神奈川県）
「私には本当は兄がいた（姉がいた、弟、妹がいた）。でも生まれてすぐに、あるいは生まれるまでもなく、この世の光を受けることなく亡くなった」
放射線が子孫に影響を及ぼすことは、動物実験では実証されています。人間に対する影響は「確定していない」というのが実情ですが、これまでに紹介した通り多くの被爆二世がその身をもって病気がちの人生を訴え、不安におびえながら暮らしているのです。
被爆者は、1956年日本原水爆被害者団体協議会（日本被団協）結成以降、国に対して被爆二世・三世への援護も含めた「原爆被害者援護法」、のち「被爆者等援護法」の制定を求めてきました。
ところが、1994年に制定された「原子爆弾被爆者に対する援護に関する法律」（通称：「被爆者援護法」）は、戦争を遂行した国の戦争責任を認めるものではなく不十分な内容で、被爆二世・三世への適用条項（援護施策）も盛り込まれていませんでした。
その一方で、国は1979年度から「被爆二世健康診断調査」を実施しています。この調査では被爆二世が無料で健康診断を受けることができますが、先ほどにも述べた通り被爆二世に対する援護は行われていないので、仮に病気が見つかったとしてもなんの医療保障も受けることができません。しかも、単年度予算措置のためいつ打ち切られるかもわかりません。「健診を続けた結果、援護施策につながるのでは……」と期待する被爆二世もいますが、国自らが「保障施策につながるものではない」と繰り返し説明しています。つまり、調査をしてデータを収集するだけ。私たち被爆二世は、今も「モルモット」扱いを受けているのです。
私たちが被爆者に準じた保障施策を受けられるようにするためには、日本被団協の先達が運動していたように現行法に定められている被爆者（一世）への施策を被爆二世・三世に適用すること（現行法の制度改正）が必要です。
私たちの親である被爆者は平均年齢85歳を超え、「時間がない」とよく言われます。しかし、「時間がない」のは私たちも同じなのです。
マスコミで取り上げられる被爆二世の姿は、親の体験を受け継いで平和への思いを語るような、前向きで明るい様が多いとと思います。しかし、実態としては多くの被爆二世が病気と闘い、または原爆放射線による遺伝的影響におびえ、苦しみながら生きています。みなさんにはどうかその現実を知っていただき、私たちがよりよく生きられるようにお力を貸していただきたいのです。
さらに被爆二世に対する援護を実現させることは、私たちの子どもである被爆三世にもつながっていきます。あるいは、世界中に存在する核による被害者を救うことにも通じるでしょう。そういった意味で、被爆二世への援護を実現させることは、核に対抗し、廃絶するためにも不可欠なことであると私たちは考えています。
みなさんのご支援を心から呼びかけます。 どうぞよろしくお願いいたします。
【日本政府に求めること】
※集まった署名をもとに、以下のことを日本政府に要望します。
１.現行の「原子爆弾被爆者に対する援護に関する法律」を被爆者の子と孫（被爆二世・三世）に適用（現行法に「子と孫への適用条項」を追加）してください。
※ただし、適用範囲は以下のとおりとする。
（１）健康診断の実施（年2回実施。うち1回はがん検査を実施）
（２）医療の給付
一般疾病に対する医療の給付
（３）各種手当
① 健康管理手当…厚生労働省令で定める11障害のいずれかを伴う病気にかかっている人
② 介護手当（重度）…精神上または身体上の障害のために費用を支出して身のまわりの世話をする人を雇った場合
③ 介護手当（中度）…同上
④ 家族介護手当…重度の障害のある人で、費用を出さずに身のまわりの世話を受けている場合
⑤ 葬祭料…被爆二世・三世が死亡した場合、葬祭を行う人に支給
２.(上記施行までの経過措置として)
現行の「原子爆弾被爆者に対する援護に関する法律」で定められている健康管理手当の対象11障害（対象疾病）に被爆二世が罹患し、医療機関で治療を受ける場合には、自己負担額分を支給してください。

As 79 years have passed since the atomic bombings of Hiroshima and Nagasaki, the second-generation A-bomb survivors are aging, and the average age is probably approaching the late 60s. We ask for your help in realizing comprehensive physical examinations, subsidized medical coverage, allowances for health care and improving the quality of life.
Our group is named the National Association of Second and Third Generation Atomic Bomb Survivors in Japan (Coordinator Representative: Seishi Morikawa). It consists of 9 groups of second and third generation survivors including Hiroshima and Nagasaki, and individual members from all over Japan. We negotiated with the Ministry of Health, Labour and Welfare to request financial support in February, 2024 and have continued our activism to realize that.
It is not uncommon for second-generation A-bomb survivors to have brothers or sisters who died of illness when they were young, or even before they were born. Second-generation survivors have suffered from multifarious diseases such as cancer, leukemia, malignant lymphoma, other cell proliferation disorders, aplastic anemia, thrombocytopenia, leukopenia, iron deficiency anemia, other hematopoietic disorders, hypothyroidism, hyperthyroidism, diabetes, and other endocrine gland dysfunctions, myocardial infarction, hypertensive heart disease and other cardiovascular dysfunctions. Other symptoms and complaints that are considered unique to the second and third generation A-bomb survivors are those that do not appear in blood tests or other numerical data, and for which the cause is unknown: tiredness, general malaise, prone to diarrhea, catching colds easily, and when these other symptoms appear, they are difficult to recover from and become complicated, with weak skin and weak mucous membranes, prone to eczema, hives, sores, rashes, and other skin infections, bleeding gums, mouth ulcers, sinusitis, etc.. Injuries are difficult to heal and easily become infected, headaches, atypical facial pain, and various types of pain are just some of the symptoms. The followings are firsthand accounts from second-generation A-bomb survivors. “Since I was a child, whenever I got sick, it always got complicated. When I caught a cold, I would cough for two to three months, or I would get bronchitis or sinusitis (male, 60s, Kanagawa, Japan).” “I had a sibling (or had siblings). However, they died soon after they were born, or even before they were born, without ever seeing the light of this world (Anonymous).”
Animal experiments have demonstrated that radiation exposure leads to hereditary effects for the descendants. Even though the effects on humans are "undetermined," as we have shown, many second-generation A-bomb survivors have complained of their sickly lives and live in fear and anxiety. Since the establishment of the Japan Confederation of A- and H-bomb Sufferers Organizations (Nihon Hidankyo) in 1956, atomic bomb survivors have demanded that the government enact the Atomic Bomb Victims Relief Law, which includes relief for second and third generation survivors. However, the "Law Concerning Relief for Atomic Bomb Victims" (commonly known as the "Atomic Bomb Victims Relief Law") enacted in 1994 was inadequate and did not acknowledge the responsibility of the government for the war, nor did it include provisions (financial support) for second and third-generation A-bomb survivors.
On the other hand, the government has been conducting the "Physical Examination and Survey on the Health of the Second-Generation A-bomb Survivors" since April 1979. This study allows second-generation A-bomb survivors to receive physical examinations free of charge, but as mentioned earlier, no subsidized medical coverage nor financial support is provided to second-generation A-bomb survivors, so even if they are found to be ill, they will not receive any allowances for medical or health care. Moreover, the budget is for a single fiscal year, so there is no telling when it may be cut off. Although some second-generation A-bomb survivors are hoping that the continued health check might lead to a support program, the government itself has repeatedly announced that this physical examination and survey has nothing to do with subsidized medical coverage or allowances for health care. In other words, they only conduct surveys and collect data. We second-generation A-bomb survivors are still treated as “guinea pigs”.
In order for us to be able to receive the similar financial support as A-bomb survivors, it is necessary to apply the "Atomic Bomb Victims Relief Law" stipulated in the current law to the second and third generation A-bomb survivors by the revision of the current law, as our predecessors in the Japan Confederation of A- and H-Bomb Sufferers Organizations have been campaigning for.
The average age of our parents, the A-bomb survivors, is over 85 years old, and it is often said that they have no time. However, the same is true for us.
Many second-generation A-bomb survivors who are featured in the mass media appear positive and upbeat, as if they have inherited their parents' experiences and are speaking of their desire for peace. However, the reality is that many second-generation A-bomb survivors are still struggling with diseases or living in fear and suffering from the hereditary effects of A-bomb radiation. We hope that you will be aware of this reality and help us to improve our quality of life.
Furthermore, the realization of financial support for the second-generation A-bomb survivors will lead to the third generation A-bomb survivors who are our children. It will also lead to relieving nuclear victims of the world. In this sense, we believe this is an indispensable element for nuclear abolition to oppose nuclear armament and nuclear power.

Requests to the Japanese government
Based on the collected signatures, we request the following from the Japanese government
1. Please include the children and grandchildren of A-bomb survivors (second and third generation A-bomb survivors) in the current "Atomic Bomb Victims Relief Law".
We would like the law to be applied to the following:
(1) Physical examinations: conducted twice a year (One of these examinations is for cancer)
(2) Medical allowances: medical allowances for general illnesses
(3) Various allowances
① Health care allowance: persons suffering from any of the 11 categories of dysfunction (or diseases) of organs specified by an the Ministry of Health, Labour and Welfare
② Nursing care allowance (severe): persons who employ a person for personal care by paying expenses due to mental or physical disabilities
③ Nursing care allowance (medium level): same as above
④ Family care allowance: for severely disabled persons who receive personal care from family members
⑤ Funeral allowance: for the relative who holds a funeral service for a second and third-generation A-bomb survivor who has passed away
2. (As a transitional support until the above comes into effect)
When a second-generation A-bomb survivor suffers from any of the 11 categories of dysfunction (or diseases) of organs covered by the “Health Care Allowance” stipulated in the current " Atomic Bomb Victims Relief Law " and receives treatment at a medical institution, please provide the amount of copayment.
