The government has decided to urge the service industries like the food and financial ones,schools and hospitals to draw up voluntary action plans including numerical targets for reducing greenhouse gases emission based on the Kyoto Protocol by this summer.So far in Japan strenuous efforts have been made in this field,but,this time,the targeted scope and industries are to be expanded. Through these measures, the government intends to accomplish the overall state's goal already set up for reaching the Kyoto principle.
