隠れ負債自治体に重荷　昨年３月末　１１市町、財政規模超す　公社・三セクに対する債務保証

When a local government has set up a public corporation or participates in the third-party entity's management and their managements have proceeded badly,the government usually issues the guarantee for their debts and ,in some cases, compensates for their losses. These virtual burden is called "the hidden debts " of municipalities. According to the Internal Communications Ministry's data as the end of March 2007,it is learned that in some municipalities these kinds of burdens are weighing on them.In 11 local governments ,including Owani-cho,Aomori prefecture and Yubari city, Hokkaido,this kind of hidden debt exceeds their each benchmark index of the standard financial size indicating each municipality's finace healthiness.If the municipality is asked to take over such a debt,there is a possibility that the services for the residents would be deteriorated.
