the respondents who replied "The economy is deteorating" accounted for more than 90 % (94%),which means a sharp triple increase over the previous figure in June.In response to a emergency survey also, which was conducted on Friday by the newspaper company in the wake of a sudden stock price plunge,the respondents who said "Negative effects have already appeared" for their own management due to the U.S. financial crisis reached nearly 60% of all respondents.Also,according to the data of the survey " 500 Questions on Local Economy" conducted at the same time with "Questionnare to One Hundred Presidents," about 80% of all the respondents returned the answer of "deterioration of the economy." The figure of 80% was a very large increase from the previous 30 %.

間違い

昨日の記事の英訳で、it was thus took into effect as a law. とやりましたが、これはどう考えても間違いのようです。take into effect という言い方があったと思ったのですが、go into effect の間違いでした。「発効する」という意味です。最近勘で英語を使うことが多いので、こういう間違いも出てきます。ですが、これは成長の証でもあります。勘で言葉が浮かんでくるようになるというのが、言葉を獲得していくということですから。間違いといえば、except for とexcept の説明中にもどうやら間違いがあったみたいです。
The law went into effect となるのでしょう。このとき、The bill went into effect as a law. といえるのかどうかはよくわかりません。たぶんまちがいだろうと思います。bill(法案）はいつまでたってもbillでしかないような気がします。

except とexcept for(あとからの修正箇所あり）

except for の後には名詞が来る。名詞以外の時はexcept だけ。
ところで、名詞がくる場合でも、一般化する言葉、all,any,every,no,everything,anybody,nowhere,nobody,wholeなどが文章中に入ると、省かれることがある。省かなければならないではない。それも、上述の一般化の言葉が、except　の前に出てくる場合に限られる。

例：
I've cleaned the house except for the bathroom.
I've cleand all the rooms except for the bathroom.
I've cleand all the rooms except for the bathroom.
Except for John and Mary,nobody came.(Exceptがnobodyより前にあるからforは省かない。）

It's the same everywhere except in Scotland.
This room is no use except as a storeroom.
The holiday was nice except that there wasn't enough money.

動詞を問題にするときには　toなしの不定詞を使う。
I'll do everything for you except cook.(料理する以外は何でもお前のためにやるよ。）
He does nothing except eat all day.(一日中食べるものはあるがほかは何もない。→修正：食べること以外、一日中何もしなかった、の意味でしょう。）

名詞はexcept for, それ以外はexcept だと頭を整理しておけば、間違うことはない。

On September 3, U.S. Congress finally passed the financial industry bailout bill,which is centering on the measures of the government's buying out unperforming bad assets from crunched financial institutions using public fund of up to 700 bilion dollars,or 74 trillion yen.After the bill was passed in the upper house,the lower house also on the same day passed it with the votes of 263 for it and 171 against it.And then President George W. Bush signed the bill immediately on the same day.It was thus took into effect as a law.In order to cope with the financial crisis,large-scale measures pouring plenty of public fund,which is the most ever in history, are to be started in the U.S.

米ＡＩＧ、アリコ売却へ　エジソン生命　スター生命も　損保事業に集中　売却後も契約維持

A Japanese affiliated company of American International Group,Inc.,which is one of the major U.S. insurance companies, announced on Friday that it will sell out American Life Insurance Company including its susidiary established in Japan named "Ariko Japan" as well as the two companies,AIG Edison Life Insurance and AIG Star Life Insurance.Ahead of this announcement,the head office of AIG made public its policy in terms of the direction of its business reconstruction citing that it will concentrate its management resources on the non-life insurance business. The contracts of policy holders with the above mentioned three Japanese insurance companies could be maintained by the other companies which take over them.
