手袋でなく、イヤーマッフルですね。多分道に落ちていたのを誰かがすぐ側の看板に掛けておいた、とかだと思うのですが。
これ見た時にすぐに連想したのが、「ウニ」でした。じぇじぇ。

It's not glove, it's the earmuffs. I guess that it was dropped on the road but a kind person picked it up then hung it on the signboard.
When I saw it, I naturally imagined Sea urchin. No strange. How about you?
