国際社会はイランに対しその核開発をめぐる懸念に対して制裁措置をとるようにと米国から要請されている。
ここでsuroundingが現在分詞でfearsの名詞を後置修飾している。関係代名詞which を挿入して、fears which surround its nuclear programとできる。

タイトルChina coorectsshipping banの記事の最初のセンテンスで、
