"Fast forward" と来ればビデオの早送りを直ぐに連想し、従って上の記事のように、話の中で使われれば、「時/時代は進んで/飛んで」の意味だと言う事は容易に推測できますが、辞書にこの表現の説明があるか調べます。
ほとんどの辞書は機械の早送り以外の意味・例は載せていませんが、次ぎの二つの辞書に機械の早送り以外の意味を載せていました。

・Wiktionary: (figuratively) (By extension) to shift one's attention or focus toward a later point in time.
しかしこの表現はとても便利なので実際は既に非常に多く使用されているようです。 英語例文のWeb辞書Wordnicに掲載の中から次ぎの二つを引用します。

後の例は "Fast-forward to to where" と "to" が二つもあり変な気がしたのでCNNで再検索して確かめましたが、確かに "to" が二つ続いていました。 他の例では、やはり普通は "Fast-forward to where we are today" となっているので、恐らく上の例は会話文なので話者の言った通りに記述したためと思われます。
